Resolution 2020-31302 RESOLUTION NO. 2020-31302 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA,ACCEPTING THE MOTION MADE BY THE LGBTQ ADVISORY COMMITTEE (THE "COMMITTEE"), AT ITS JUNE 9 2020 MEETING, AND, PURSUANT TO THE COMMITTEE'S REQUEST, CONSENTING TO THE COMMITTEE SIGNING ON THE OPEN ONLINE LETTER FROM LGBTQ ORGANIZATIONS CONDEMNING RACIAL VIOLENCE (AS SUCH LETTER IS ATTACHED TO THIS RESOLUTION, INCLUDING THE LIST OF PARTICIPATING LGBTQ ORGANIZATIONS). WHEREAS, at its June 9, 2020 meeting, the LGBTQ Advisory Committee (the "Committee") unanimously made a motion requesting permission from the Mayor and City Commission of Miami Beach to add the Committee's signature to an open letter penned by LGBTQ activists denouncing racial violence; and WHEREAS, the open letter, which can be found at httpp://Igbtqblacklivesmatter.org, is presented in a Google Document format, and its substance and form cannot be modified or edited (See Exhibit A); and WHEREAS, the letter highlights the fact that the LGBTQ community has firsthand experience of resisting police brutality and violence, and celebrates June as Pride Month because it commemorates, in part, the LGBTQ community resisting police harassment and brutality at Stonewall in New York City, when such violence was common and expected; and WHEREAS, the letter expresses support for the#BlackLivesMatter movement and intersectionality, and expresses commitment to the action that those words require; and WHEREAS, at the June 12, 2020 Special City Commission meeting, Commissioner Gongora brought up the Committee's motion as a discussion item; and WHEREAS, at the time of the Special City Commission meeting, not all members of the City Commission had the opportunity to review the letter and the item was deferred to the June 24, 2020 City Commission meeting; and WHEREAS, the Committee, and Commissioner Gongora, in presenting the item, were clear that the action requested by the Committee is for the City Commission to permit the Committee to join other LGBTQ organizations in signing on to a statement of policy regarding racial violence and police brutality; and WHEREAS, the City has historically encouraged its committees to be active and engaged in issues that affect them, and the subject matter they were created to advise the City on. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the motion made by the LGBTQ Advisory Committee (the "Committee"), at its June 9, 2020 meeting, and, pursuant to the Committee's request, consent to the Committee signing on the open online letter from LGBTQ organizations condemning racial violence (as such letter is attached to this Resolution, including the list of participating LGBTQ organizations). The LGBTQ Movement's work has earned significant victories in expanding the civil rights of LGBTQ people. But what good are civil rights without the freedom to enjoy them? Many of our organizations have made progress in adopting intersectionality as a core value and have committed to be more diverse, equitable, and inclusive. But this moment requires that we go further—that we make explicit commitments to embrace anti- racism and end white supremacy, not as necessary corollaries to our mission, but as integral to the objective of full equality for LGBTQ people. We, the undersigned, recognize we cannot remain neutral, nor will awareness substitute for action.The LGBTQ community knows about the work of resisting police brutality and violence.
