THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR AND
ACCEPT FUNDING (INCLUDING MATCHING FUNDS AND ANY
RELATED CITY EXPENSES), AND EXECUTE ANY AND ALL
DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE
FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) UNITED
STATES DEPARTMENT OF AGRICULTURE, OFFICE OF URBAN

JUSTICE ASSISTANCE GRANT, IN THE APPROXIMATE AMOUNT OF
$9,000.
WHEREAS, the City Administration applies for grants and external funding from
outside organizations; and
WHEREAS, the City Administration requests approval to apply for funding from
the United States Department of Agriculture, Office of Urban Agriculture and Innovation
Production, Community Compost and Food Waste Reduction Project in the approximate
amount of $90,000 for the North Beach Community Compost Hub, the details of which
are as follows:
• The Office of Urban Agriculture and Innovative Production, Community
Compost and Food Waste Reduction Project, supports projects that
develop and test strategies for planning and implementing municipal
compost plans and food waste reduction plans. The agreements are offered
through USDA's Office of Urban Agriculture and Innovative Production.
• The City Administration is requesting funds in the approximate amount of
$90,000 for the North Beach Community Compost Hub. In conjunction with

the Miami Beach Botanical Garden (MBBG) and the Miami Beach Garden
Club (MBGC) the City is developing a composting hub at approximately
85th Street and Collins Avenue.
• The hub will be designed to serve residents and some small businesses
who live within the northern communities of Miami Beach. The site will offer
a full-service composting program including logistical assistance, compost
transformation, and community education. This collaboration is designed to
increase residents' engagement in sustainable practices such as
responsible consumerism, waste reduction, waste repurposing and will
result in soil production to be used by the MBBG, MBGC and/or at any of
the three community gardens located in the City.
• The total cost of this project is $120,000. The grant request is for $90,000
and the City has matching funds in Account Number 178-6886-000312-21-
402-508-00-00-00.; and
WHEREAS, the City Administration requests approval to apply for funding from
the Florida Department of Economic Opportunity, Rebuild Florida General Planning
Support Program, in the approximate amount of$2,100,000, the details of which are as
follows:
• The Rebuild Florida General Planning Support Program is designed to
provide funding opportunities for local governments, educational
institutions, state agencies and non-profits to develop or update state,
regional or local plans which will enable the state of Florida to withstand
future disasters. The funds are allocated through HUD's newly created
Community Development Block Grant — Mitigation (CDBG-MIT) program
formed in response to the 2016 to 2017 presidentially declared disasters.
Florida Department of Economic Opportunity administers the Rebuild
Florida Program.
• The City of Miami Beach anticipates applying for approximately$2,100,000
in funding to prepare resilient land development regulations, a seawall and
coastal elevation plan, and dune study that will help the city deal with
anticipated effects of future sea level rise, extreme weather events, and
other events that may impact the City.
• The City Administration is requesting funds in the approximate amount of
$2,100,000 and the grant does not require matching funds; and
WHEREAS, the City Administration requests approval to apply for funding from
the National Association of City Transportation Officials (NACTO) in the approximate
amount of$25,000, the details of which are as follows:

• NACTO is an association of 81 major North American cities and transit
agencies formed to exchange transportation ideas, insights, and practices
and cooperatively approach national transportation issues. At this time,
NACTO, with funding from Bloomberg Philanthropies, is offering rapid
response grant support to city transportation agencies that, in partnership
with community-based organizations, are reimagining streets, implementing
ideas, and supporting ongoing community efforts that meet the needs of
populations disproportionately harmed by COVID-19. Eligible strategies will
focus on supporting safe physical distancing while walking, biking, or taking
transit; safe mobility for essential trips; and/or economic recovery for
businesses and workers.
• The Administration desires to mitigate the economic impacts to the
businesses due to COVID-19 pandemic, while enhancing the multi-modal
capabilities of the Washington Avenue corridor. The effort provides
restaurants with the ability to expand, increasing their ability to serve more
customers while complying with social distancing. Additionally, it provides
for significant improvements to the existing bicycle infrastructure along the
corridor which is expected to increase the utilization and safety of bicycle
riders, bring more customers to the restaurants, and create overall positive
impact to mental and physical health of everyone along the corridor.
• Over the past few years, the City worked with the Washington Avenue
Business Improvement District (WABID) on increasing its economic
viability. Since the order of re-opening of restaurants under a limited
occupancy, the City has been collaborating with WABID to implement
initiatives promoting the recovery of the businesses along the corridor. The
City Administration is requesting funds in the approximate amount of
$25,000 for the implementation of parking protected bicycle lanes coupled
with restaurant expansion, which is expected to create overall positive
impact to mental and physical health of everyone along the corridor.
• The grant does not require matching funds; and
WHEREAS, the City Administration requests approval to apply for a renewal of
The Children's Trust Place-Based Countywide Community Partnerships Grant, in the
approximate amount of$490,667, the details of which are as follows:
• The Children's Trust Place-Based Countywide Community Partnerships
grant provides funding to address targeted geographic areas and to reach
at-risk populations in Miami-Dade County. The program's purpose is to
provide comprehensive and accessible family supports within the
community to address family and youth challenges. The City was awarded
an initial planning grant for its Miami Beach Service Partnership/Success
University program in 2007 and has been operating the program
successfully since then.

• The program is a service collaborative that integrates a variety of
community agencies and resources to provide Miami Beach youth at risk
for maladaptive behaviors with personal, familial, and academic supports.
Youth and their families are provided holistic, comprehensive services to
ensure family stability and youth success. During the 2020-2021 Program
Year, the City plans to maintain the quality of care to its participants and will
serve 147 families. Subcontracts will be awarded to Miami Beach Service
Partnership member agencies via weighted scores that evaluate contract
performance and efficacy in previous program years.
• Matching funds in the amount of$122,780 are required for this grant. An in-
kind match valued at $122,780 will be provided via staff time, benefits,
participant services, travel, and special events; and
WHEREAS, the City Administration requests approval to apply for a renewal of
The Children's Trust Group, Individual, and Home Visitation Grant Program, in the
approximate amount of$294,818, the details of which are as follows:
• The Children's Trust Group Individual, and Home Visitation grant program
provides funding to support group, individual, home visiting, and advocacy
parenting programs for at-risk populations in Miami-Dade County. The
program's purpose is to provide structured programs that follow evidence-
based and promising curricula, address specific needs, and increase
positive parent-child interaction and communication.
• With the support of grant funding, the City's Housing and Community
Services Department has been operating the Miami Beach Parent-Child
Program successfully for the past nine years.
• During the 2020-2021 Program Year, the program will offer Nurturing
Parenting Program services to 83 Miami Beach families with children. The
program includes children from birth to 18 years old. The Nurturing
Parenting Program is an evidence-based, psycho-educational model of
family/parent education that engages the whole family in either a group or
home-based setting, and results in decreased parental stress, increased
positive parent-child interactions, and increased parenting skills.
• Matching funds are not required for this grant. This project supports the key
intended outcome achieve educational (K-12) excellence; and
WHEREAS, the City Administration requests approval to apply for a renewal of
The Children's Trust After School and Summer Camp Grant Program in the approximate
amount of$464,940 for after-school programs and summer camps for children in grades
K-5, the details of which are as follows:

• The Children's Trust After School and Summer Camp Grant Program
provides funding to support daily after school and summer enrichment
services for at-risk populations in Miami-Dade County. The purpose of the
program is to target resources to prevent negative risk factors for school-
aged children and their families via programs that provide youth enrichment
services and a nurturing and supervised environment while parents are
working.
• The City's Parks and Recreation Department has received this grant for its
after school and summer camp program successfully for fifteen years.
During the 2020-2021 Program Year, the program will provide after-school
services to approximately 330 children and summer camp services to
approximately 300 children in grades K-5 attending school in Miami Beach.
The program offers activities to children including academic enrichment,
literacy, physical fitness, social-emotional learning, nutrition, and family
engagement. The goals of the program are to improve literacy, physical
fitness, and social-emotional skills.
• Matching funds are not required for this grant. This program supports the
key intended outcome to achieve educational (K-12) excellence.
WHEREAS, the City Administration requests approval to apply for the Florida
Department of Law Enforcement, Office of Criminal Justice Grants for the Fiscal Year
2019 Edward Byrne Memorial Justice Assistance Grant, in the approximate amount of
$9,000 for Police Department priorities, the details of which are as follows:
• The Florida Department of Law Enforcement(FDLE) has received an award
from the U.S. Department of Justice for the Fiscal Year 2019 Edward Byrne
Memorial Justice Assistance Grant (JAG). FDLE will distribute these funds
in accordance with the JAG Countywide provisions of the Florida
Administrative Code for use by all units of government within Miami-Dade
County. JAG funds support multiple components of the criminal justice
system, including evidence-based programs, reducing violent crime, border
security, officer safety and wellness and collaborative prosecution.
• The City Administration is requesting funding, in the approximate amount of
$9,000, for funding for Officer Safety and Wellness. Matching funds are not
required for this grant.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements retroactively
approve and authorize) the City Manager, or his designee, to apply for, accept and
appropriate funding (including matching funds and any related city expenses), and to
execute any and all documents or agreements in connection with the following grants,
programs, and agreements: 1) United States Department of Agriculture, Office of Urban

BACKGROUND/HISTORY
The City of Miami Beach applies for grant funds for City projects. Details of the funding sources
and projects are included in the Analysis section of this Agenda Item.

CONCLUSION
Based on the aforestated analysis, the Administration recommends that the Mayor and City

agreements in connection with the grants, award programs and funding requests.
