A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, PURSUANT TO REQUEST FOR PROPOSALS (RFP) NO.
2020-007-JC, FOR SECURITY OFFICER SERVICES; AUTHORIZING THE
ADMINISTRATION TO NEGOTIATE AGREEMENTS WITH 1) FPI SECURITY
SERVICES, INC., AND 2) SECURITY ALLIANCE LLC, AS THE TIED TOP
RANKED PROPOSERS; AND FURTHER, AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE THE AGREEMENTS UPON CONCLUSION OF
SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION.
WHEREAS, the City utilizes security officer services in order to create a daily visible
presence of security personnel, provide assistance to citizens and visitors, provide assistance
to law enforcement through deterrence (observe and report suspected criminal activity), and to
safeguard City property; and
WHEREAS, since April 2016, the City's security officer services contractor has been
G4S Secure Solutions (USA), Inc; and
WHEREAS, the current contract will expire on March 31, 2020; and
WHEREAS, in anticipation of the expiring contract, on October 16, 2019, the Mayor and
City Commission approved the issuance of Request for Proposals (RFP) No. 2020-007-JC, for
Security Officer Services ("the RFP"); and
WHEREAS, in addition to the daily security officer services, the City relies on security
officers to fulfill personnel staffing needs during special events throughout the year, including
Spring Break, Memorial Day Weekend, Fourth of July, and Art Basel; and
WHEREAS, therefore, the RFP contemplates a group for daily security officer services,
and a second group for special events and emergency services, to allow for better contingency
staffing options during high-demand periods and/or events; and
WHEREAS, on October 16, 2019, the RFP was issued and advertised with an opening
date of November 15, 2019; and
WHEREAS, a non-mandatory pre-proposal meeting was held on October 23, 2019; and
WHEREAS, on December 9, 2019, the City received a total of seven (7) proposals, all of
which were deemed to be responsive; and
WHEREAS, on January 9, 2020, the City Manager appointed the Evaluation Committee
("the Committee") via Letter to Commission (LTC)#017-2020; and
WHEREAS, the Committee convened on January 16, 2020, to review and score the
responsive proposals received; and
WHEREAS, the Committee was provided an overview of the project, information relative
to the City's Cone of Silence Ordinance and the Government Sunshine Law, general information
on the scope of services, and a copy of each proposal; and
WHEREAS, the Committee was instructed to score and rank each proposal pursuant to
the evaluation criteria established in the RFP; and
WHEREAS, the Committee's evaluation process, including qualitative and quantitative
factors, resulted in the following order of ranking:
1st— FPI Security Services, Inc. (TIED);
1st—Security Alliance, LLC (TIED);
3rd —Kent Security Services;
4th —G4S Secure Solutions (USA), Inc.;
5th —American Guard Services;
6th — DECO International Security Corporation;
7th —Centurion Security Group, LLC; and
WHEREAS, after reviewing the results of the Evaluation Committee process, and the
proposals received, and considering the input provided by the Miami Beach Police Department,
the City Manager has exercised his due diligence and recommends that the Mayor and City
Commission authorize the Administration to award co-primary contracts to 1) FPI Security
Services, Inc., and 2) Security Alliance, LLC, the tied, top ranked proposers.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, pursuant to Request for
Proposals (RFP) No. 2020-007-JC, for Security Officer Services, authorizing the Administration
to negotiate agreements with 1) FPI Security Services, Inc., and 2) Security Alliance LLC, as the
tied top ranked proposers; and further, authorizing the Mayor and City Clerk to execute the
agreements upon conclusion of successful negotiations by the Administration.

RECOMMENDATION
The Administration recommends that the Mayor and City Commission of the City of Miami
Beach, Florida approve the resolution accepting City Manager's recommendation pertaining to
bids received, pursuant to RFP 2020-007-J C,for Security Officer Services.
BACKGROUND/HISTORY
The City Of Miami Beach utilizes security officer services citywide in order to 1) create a
visible presence of security personnel within the City of Miami Beach to improve the
perception of public safety; 2) Provide assistance and information to citizens and visitors; 3)
Provide assistance to law enforcement through deterrence, observe and report suspected
criminal activity; 4) Address issues associated with the homeless and others whose behavior
conflicts with acceptable community norms; and 5) Safeguard the residents, visitors,
employees and property of the City of Miami Beach. This contract was previously under the
purview of the Department of Emergency Management. Currently, the City of Miami Beach
Police Department manages the City's security officer services contract, providing oversight of
the incumbent contractor, addressing billing issues, and assisting with service-related matters.
The City's current security officer services contractor is G4S Secure Solutions (USA), Inc.
The agreement for these services was executed in April 2016, pursuant to the award of RFP
2015-013-YG, for Security Officer Services. In anticipation of a replacement contract, the
Administration developed Request for Proposals ("the RFP") 2020-007-JC, for Security
Officer Services.

On October 16, 2019, the City Commission approved the issuance of the RFP, which was
issued on the same day. The Procurement Department issued solicitation notices to 340 firms
utilizing www.BidSync.com. 107 prospective proposers accessed the advertised solicitation.
RFP responses were due and received on December 9, 2019. In advance of the deadline for
submittals, the City received two (2) statements of no bid from the following firms: Kemp
Group International Corporation dba Kemp Security International, and St. Moritz Security
Services, Inc. The City received a total of seven (7) proposals from the following firms, which
were each deemed responsive:
1. G4S Secure Solutions (USA), Inc. ("G4S")
2. American Guard Services
3. Centurion Security Group, LLC
4. DECO International Security Corporation
5. FPI Security Services, Inc. ("FPI")
6. Kent Security Services
7. Security Alliance LLC (Security Alliance")
On January 9, 2020, the City Manager appointed the Evaluation Committee via LTC #017-2020.
The Evaluation Committee convened on January 16, 2020, to consider proposals received. The
Committee was comprised of the following individuals: Sonia Bridges, Division Director Risk
Management, Human Resources Department; Clarise Ferguson, Deputy PSCD Administrator,
Public Safety Communications Division; Sixto Martinez, Manager, Security Operations, Miami Beach
Police Department; Javier Matias, Lieutenant, Special Events Unit Commander, Miami Beach Police
Department; and, Elizabeth Miro,Assistant Director, Property Management Department.
The Committee was provided an overview of the project, information relative to the City's Cone
of Silence Ordinance and the Government Sunshine Law. The Committee was also provided
with general information on the scope of services and a copy of each proposal. The Committee
was instructed to score each proposal pursuant to the evaluation criteria established in the RFP.
The evaluation process resulted in the ranking of proposers, as indicated in Attachment A, in
the following order:
1st— FPI Security Services, Inc. (TIED)
1st—Security Alliance, LLC (TIED)
3rd— Kent Security Services
4th—G4S Secure Solutions (USA), Inc.
5th—American Guard Services
6th—DECO International Security Corporation
7th—Centurion Security Group, LLC
The following is a brief summary of the qualifications of the two (2) tied, top-ranked
proposers,as provided in their response to the RFP.
FPI Security Services, Inc.
According to its proposal, FPI Security Services, Inc. is a Miami-based security services firm
with over 30 years of experience. The company currently employees over 300 individuals and
offers services to governmental, commercial, industrial, and residential clients. Its specialties
include security officer services, access control, patrol services, emergency coverage, special
events, and parking enforcement operations. Some of FPI's current public sector clients
include Coral Gables and Miami Lakes.
Security Alliance. LLC
According to its proposal Security Alliance, LLC was founded in 2001. Its executive
leadership team have experience serving the security services needs of government clients for

the past 30 years. Security Alliance, LLC currently operates approximately 33,000 hours per
week of security guard services, 14,000 of which are in South Florida. Current public sector
clients include three (3) US Embassy projects, Miami-Dade County, and Miami-Dade College.
FINANCIAL INFORMATION
The cost associated with security officer services is subject to the funds availability approved
through the City's budgeting process. Grant funding will not be utilized for this project.
CONCLUSION
I have reviewed the proposals, the results of the Evaluation Committee process, and the input
from staff. While most of the companies that responded appear to have the qualifications and
experience necessary to assist the City with its security officer needs, FPI and Security Alliance
did receive tied first place rankings from the Evaluation Committee's review of proposals
received. FPI and Security Alliance both demonstrated, as evidenced in the qualifications
scores received from the Evaluation Committee, that their past performance, government
experience, and approach to the City's required scope of services exceeds that offered by the
other proposers. Police Department staff have reviewed the proposals from both firms and find
that each demonstrates the technical and professional skills necessary to provide the City with a
robust security officer services program and are fully capable of handling daily staffing
requirements and/or various special events and emergency services.Additionally, of the six top-
ranked firms, FPI and Security Alliance have proposed lowest overall pricing. Both of these
firms have experience with public agencies and have received high marks from the references
verified.
Therefore, I believe that it is in the City's best interests to award contracts to FPI Security
Services, Inc. and Security Alliance LLC, the tied top-ranked proposers, as co-primary
contractors, to allow the Police Department to assign work as needed based on availability of
each firm to respond to the City's needs.
In conclusion, I recommend that the Mayor and City Commission approve the Resolution
authorizing the award of contracts to FPI Security Services, Inc., and Security Alliance LLC, the
tied top-ranked proposers, as co-primary contractors; and further, authorize the Mayor and City
Clerk to execute the agreements.
