A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
FINANCE AND ECONOMIC RESILIENCY COMMITTEE AT ITS FEBRUARY 28,
2020 MEETING TO PRELIMINARY APPROVE A JAZZ FESTIVAL EVENT
CONCEPT, SUBJECT TO THE EVENT ORGANIZER'S SUBMISSION,AND THE
ADMINISTRATION'S REVIEW OF A PROPOSAL FOR A SPONSORSHIP
PACKAGE AND EVENT DETAILS, WHICH TERMS SHALL INCLUDE A NON-
REFUNDABLE DEPOSIT IN FAVOR OF THE CITY, AND WITH THE FINAL
NEGOTIATED TERMS SUBJECT TO PRIOR APPROVAL OF THE CITY
COMMISSION; APPROVING THE JAZZ FESTIVAL TO TAKE PLACE IN MIAMI
BEACH IN MARCH 2021, SUBJECT TO THE CITY MANAGER'S SUCCESSFUL
NEGOTIATIONS WITH THE EVENT ORGANIZERS; AND AUTHORIZING THE
CITY MANAGER TO MEET WITH EVENT ORGANIZERS AND RETURN TO THE
CITY COMMISSION, FOR REVIEW, BY MAY 8, 2020 OR MAY 13, 2020.
WHEREAS, the North Sea Jazz Festival is a large global three (3) day music festival,
originating in 1976, in the Hague, with six venues, three hundred artists, nine thousand visitors
and presents jazz and other genres including blues, soul, funk, hip hop, world and pop; and
WHEREAS, in 2006, the North Sea Jazz Festival (the"Jazz Festival") moved to its current
location in Rotterdam,with a thousand musicians, 150 performances,fifteen (15)different stages,
where it attracts between 65,000 and 70,000 visitors to Rotterdam annually; and
WHEREAS, the North Sea Jazz Festival Event Organizer ("Event Organizer") wishes to
produce a similar multi-day jazz festival event in the City of Miami Beach beginning in March
2021;
WHEREAS, the proposed jazz festival event is to provide entertainment and activities for
the Miami Beach residents and spring break visitors and tourists; and
WHEREAS, during the February 28, 2020 Finance and Economic Resiliency Committee
(the "Committee") meeting, the Event Organizers requested City sponsorship funds to produce
the event, which have not yet been determined; and
WHEREAS, during its February 28, 2020 meeting, the Committee recommended
preliminary approval of a jazz festival event concept, subject to the Event Organizer's submission
of the proposal and sponsorship funds requested, and the Administration's review of a proposal
for a sponsorship package and event details, which terms shall include a non-refundable deposit
in favor of the City, and with the final negotiated terms subject to prior approval of the City
Commission.
WHEREAS, the Mayor and City Commission accept the Committee's recommendation,
and approve the Jazz Festival to take place in March, 2021, subject to the City Manager's
successful negotiations with the Event Organizers, and authorize the City Manager to meet with
the event organizers and move expeditiously to return the item to the City Commission for review
by May 8, 2020 or May 13, 2020.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Finance and Economic Resiliency
Committee at its February 28, 2020 meeting to preliminarily approve a jazz festival event concept
subject to the Event Organizer's submission, and the Administration's review of a proposal for a
sponsorship package and event details, which terms shall include a non-refundable deposit in
favor of the City, and with the final negotiated terms subject to prior approval of the City
Commission; approve the Jazz Festival to take place in Miami Beach in March 2021, subject to
the City Manager's successful negotiations with the Event Organizers; and authorize the City
Manager to meet with event organizers and return to the City Commission, for review, by May 8,
2020 or May 13, 2020.

BACKGROUND/HISTORY
The first edition of the North Sea Jazz Festival took place in 1976 in the Netherlands in The
Hague.The event included six venues,three hundred artists and about nine thousand visitors. In
first festival year internationally renowned jazz legends performed, such as Sarah Vaughan,
Count Basle, Dizzy Gillespie and Stan Getz, as well as most Dutch avant-garde artists
performed.
In 2006, the festival moved to its current, bigger, location in Rotterdam. In 2020, the
organization expects more than a thousand musicians, spread out over 150 performances and
fifteen different stages. Though the numbers of visitors were between 65.000 and 70.000 in
recent years,the festival still manages to retain its intimate character.
The North Sea Jazz Festival is the largest indoor music festival in the world, known globally as
the event where the past, present and future of jazz are featured within three days. Next to a firm
base of jazz many genres will pass by, such as blues, soul, funk, hip hop, world, pop and much
more. Next to enjoying top names from around the world, visitors get the chance to discover
new favorite artists.

On February 28, 2020, after a presentation by Event Organizers, the FERC recommended a
preliminary approval of the event concept subject to the Event Organizer submission of a
complete sponsorship proposal, event details, a non-refundable deposit in favor of the City and
other negotiated terms subject to the approval of the City Commission.
