Resolution 2020-31366 RESOLUTION NO. 2020-31366 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF RICKELLE WILLIAMS AS THE ECONOMIC DEVELOPMENT DIRECTOR FOR THE ECONOMIC DEVELOPMENT DEPARTMENT OF THE CITY OF MIAMI BEACH. WHEREAS, on January 16, 2019, the Mayor and City Commission adopted Ordinance No. 2019-4230, amending Chapter 2 of the City Code, entitled "Administration," by amending Article IV, entitled "Officers and Employees," by amending Division I, entitled "Generally," by amending Section 2-191, entitled "Enumeration of Organizational Units," to divide the Tourism, Culture and Economic Development Department into two separate departments, to be known as the Tourism and Culture Department and the Economic Development Department; and WHEREAS, the City Manager has appointed Rickelle Williams as Economic Development Director for the City of Miami Beach's (the "City") Economic Development Department; and WHEREAS, Ms. Williams has over 9 years of experience in Economic Development and Project Management; and WHEREAS, Ms. Williams' holds a Master of Arts degree from the University of Florida in the study of Mass Communications; and a Master's degree from Florida International University in Public Administration and WHEREAS, Ms. Williams' prior work experience includes serving as Executive Director of Dania Beach Community Redevelopment Agency (CRA); Adjunct Professor at Miami-Dade College; Economic Development Manager of Miami-Dade County Economic Advisory Trust; and Capital Improvement Projects Coordinator for the City of Miami Gardens WHEREAS, pursuant to Section 4.02(b) of the City Charter, the City Manager has the power to appoint the directors of City departments subject to the consent of the City Commission. RECOMMENDATION Pursuant to the requirements of Article IV, Section 4.02 of the City Charter, it is recommended that the Mayor and the City Commission adopt the attached resolution consenting and confirming Rickelle Williams as the Director of the Economic Development Department for the City of Miami Beach. BACKGROUND/HISTORY Rickelle Williams received a Master Degree in Public Administration from Florida International University, as well as a Master of Arts in Mass Communication from the University of Florida. Ms. Williams' professional credentials include Project Management Professional (PMP) and LEED Accredited Professional (AP). She has also served as an Adjunct Proffessor for Miami Dade College in their School of Business since 2014. Ms. Williams' professional experience features a background specializing in economic development, project management, and housing. From 2013 through 2014, Ms. Williams . served as a Project Development Analyst for the Housing Finance Authority of Miami-Dade County where she reported to the Executive Director, prepared and evaluated contracts and requests for proposals, and liaised with County employees and elected officials. From 2014 through 2017, Ms. Williams served as a Capital Improvements Projects Coordinator,where she reported directly to the Assistant City Manager, developed and managed an annual operating budget of $7.5 million, and handled all aspects of local/state/federal grant administration, including identification, application, and reporting. From there, Ms. Williams went on to serve as the Economic Development Manager for Miami-Dade County, where she reported to the Executive Director, developed and implemented economic and community development initiatives, and developed and managed an annual budget. Ms. Williams has served since 2017 as the Executive Director for the Dania Beach Community Redevelopment Agency, where she reported directly to the CRA Board of the City Commission, recommended, developed, Page 1853 of 2461 initiated, and managed various programs and initiatives including City Center Public-Private- Partnership Project, affordable housing, economic development programs, and incentives, strategic marketing and rebranding, annual and monthly events, commercial and residential improvement programs, workforce training, urban farm and garden, and capital projects. Her knowledge and expertise encompass all the requisite skills for the position, including project development and management, economic development, affordable housing, public procurement, contract negotiation management, and budget preparation and management, which should allow her to flourish in the role. Ms. Williams is an experienced and effective administrator with a strong business acumen and demonstrated success in economic and community development initiatives. She is a strong communicator and comes highly recommended by many individuals that have interacted with her in previous roles. I believe that she will bring the energy and intelligence to help the City of Miami Beach rebound from these difficult times.
