90-20181
A RESOLUTION ADOPTING THE DADE COUNTY
CANVASSING BOARD'S CERTIFICATION OF THE
RESULTS OF THE CITY OF MIAMI BEACH SPECIAL
ELECTION HELD ON NOVEMBER 6, 1990; DECLARING
RESULTS THEREOF.
WHEREAS, on November 6, 1990, Metropolitan Dade County conducted a
General Election, at which time the City of Miami Beach authorized the
holding of a Special Election~ and
WHEREAS, by Resolution No. 90-20055, adopted on July 25, 1990 and
Resolution No. 90-20079 adopted on September 5, 1990, Dade County
Election Officials were authorized to conduct the special Election of
the City of Miami Beach to be held on November 6, 1990; and
WHEREAS, the certification of the results of the City of Miami
Beach Special Election as submitted by the Metropolitan Dade County
Canvassing Board, said certification being dated November 7, 1990, has
been received and is made a part of this resolution; and
WHEREAS, said certification reflects that Question No. 1 and
Question No. 2 were approved by the electorate of the City of Miami
Beach~ and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that said certification be and the same is
hereby adopted, which reflects that upon the questions:
QUESTION NO.1.
Shall section 81(H), Article XIV of the related laws of the
City of Miami Beach, which article established the City t s
civil Service System, be amended to provide that when a
position in the classified service is to be filled, the City'S
Personnel Department shall certify the names of at least the
three persons highest on the re-employment or employment list
for the class, and willing to accept employment?

Shall Miami Beach City Charter Section 8 be amended to
establish four-year staggered terms for city commissioners,
excluding the mayor, by drawing lots to determine which half
of the commission terms will expire in November, 1993 and
1995; and to establish run-off elections between the two
candidates with the highest number of votes if no candidate
receives majority of votes; run-off election will occur two
weeks after general election, commencing November, 1991
election?

We, the undersigned County Court Judge, HARVEY L. GOLDSTEIN, Chairman,
Circuit Court Judge, ARTHUR I. SNYDER, appointed by the Chief Judge of the
Eleventh Judidical Circuit, pursuant to Florida Statute 102.141(d), as a Substitute
Member for a Member of the Board of County Commissioners, and Supervisor of
Elections, DAVID C. LEAHY, Member, constituting the Board of County Canvassers in
and for said County, do hereby certify that we met on the 6th day of November,
A.D., 1990, and proceeded to publicly canvass the votes cast for the questions herein
specified at the MIAMI BEACH SPECIAL ElECTION held on the 6th day of November,
A.D., 1990, as shown by the returns on file in the office of the Supervisor of Elections.
