86-18674 ResoRESOLULTION NO. 86-18674 A RESOLUTION ADOPTING THE CERTIFICATION OF THE METROPOLITAN DADE COUNTY CANVASSING BOARD AS TO THE RESULTS OF THE CITY OF MIAMI BEACH SPECIAL ELECTION HELD ON NOVEMBER 41 1986; DECLARING RESULTS THEREOF. WHEREAS, on November 4, 1986, Metropolitan Dade County conducted a General Election, at which time the City of Miami Beach authorized the holding of a Special Election, and WHEREAS, by Resolution No. 86-18533, adopted on July 23, 1986 as amended by Resolution No. 86-18540, adopted on August 15, 1986, the Metropolitan Dade County Canvassing Board was authorized to act as the Canvassing Board for the Special Election of the City of Miami Beach to be held on November 4, 1986, and WHEREAS, the certification of the results of the City of Miami Beach Special Election as submitted by David C. Leahy, Supervisor of Elections, Metropolitan Dade County, Florida, dated November 7, 1986 has been received and is made a part of this resolution, and WHEREAS, said Certification reflects that Questions No. 1 was approved and Question No. 2 was disapproved by the electorate of the City of Miami Beach; and WHEREAS, said Certification reflects that Question No. 3 was approved by the electorate of the City of Miami Beach by a majority of less than one half percent and a recount of the votes was had pursuant to Florida Statutes 102.141(4). NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Miami Beach, Florida, that said Certification be and the same is hereby adopted, which reflects that upon the questions: QUESTION NO. 1. Shall the City issue general obligation bonds payable all or in part from special assessments against abutting property benefited thereby. In an amount not to exceed $3,000,000.00, bearing interest at rate(s) to be determined at the time of sale, not exceeding the maximum legal rate, for the purpose of street, sidewalk improvements, including widening thereof, on Ocean Drive from 5th to 15th Streets, 15th Street from Ocean Drive to Collins Avenue, and Lummus Park improvements? 100145 were cast FOR BONDS 8,808 were cast AGAINST BONDS QUESTION NO. 2. Shall Section 8 of the Charter be amended to establish four-year staggered terms for City Commissioners, excluding the Mayor, by the City Clerk drawing lots at least ninety days prior to the November, 1987 election to determine which half of the six commission groups will expire in November, 1989 and which half will expire in November, 1991; thereafter, all terms of City Commissioners shall be four years.
