UPDATE ON FPL'S UNDERGROUND TRANSMISSION LINE

On November 9, 1998, Florida Power and Light (FPL) started construction of the underground transmission
line, which runs between 41st Street and the area of 20th Street and West Avenue. Because of FPL's
inability to obtain all of the required permits at the onset of the project, including approvals from the Florida
Department of Transportation (FDOT), the City and FPL agreed to phase the project so as to allow
construction to proceed on those sections of the line for which permits were available. The initial phase of
construction, the Bayshore Golf Course parking lot area, was completed at the end of December 1998. Work
then proceeded on Chase Avenue along the north property line of the golf course.
After completing this section of the line in early February, Ebsary Foundation continued work in the area
of 34th Street and Royal Palm Avenue and is currently expected to finish this section by the end of March
1999. At this time, FPL is requesting approval to start construction on the west property line of the golf
course along Alton Road, south of Chase Avenue. Should construction proceed now, restoration and finished
landscaping in this area will not be in place before the upcoming Pow-Wow event. In order to avoid this
condition, City staff has requested of FPL for construction to proceed along other sections of the route, away
from Alton Road.
In response to the City's request, FPL has informed the City that because of its inability to obtain certain
required easements and FDOT permits, they are unable to continue construction away from the Alton Road
section of the route. Additionally, they have indicated that if they are unable to continue with construction
immediately, the in-service required date of June 1999 will not be met. According to FPL, this would mean
that the expected summer electric peak in the Miami Beach area may not be met in the event that another
section of the transmission line fails, resulting in electrical blackouts (Attachment #1). Based on FPL's and
the contractor's performance to date, it is unlikely that this in-service date can be achieved, since the project
is now well behind schedule (Attachment #2).
Notwithstanding the above stated, City staff is recommending that FPL be allowed to proceed with
construction along Alton Road and that the areas be restored to a neat and orderly condition, with the
understanding that sodding and landscaping cannot be installed until a later date.
If you have any comments and/or objections to allowing FPL to proceed with construction at this time, as

To follow up on yesterday's letter, FPL has completed Manhole #1 to 40111 Street Substation
Section and bas trenctling personnel that ate ready to start work immc:diately on the golf course
section between Chase Ave. and Michigan Ave. If we can start trenching in this area
t11lIDCdiately. we are scheduled to be completed by March 30. 1999. W. A. Chester has not
received FOOT pennits to start construction across Alton Road. between Michigan Ave. and
Venetian Substation. The expected approval of the FOOT pennits is two weeks away, so
relocatina trenching activities to this section is not an option at tbis time.
If W. A. Chester trenching subcontractors ace demobilized and lc;avc the project site the
implications are as follows:
1) The project in-service d:lte of June. 1999 will not be met and a later in-service date will be
required based on when contractor workforces are available. The purpose and necessity for
this project is that the 4O\lI Street-Venetian 69kV Line needs to be built prior to the peak
1999 summer electrical loads in the Miami Beach area in the event that another underground
transmission line section in the area fails so that the South Beach area will not experience
extended electrical blackouts. 'lbe longer the in-service date is dela.yed, the longer the
exposure of the electrical customen in the South Beach area to thi, risk ofblll.ckouts.
2) A minimum demobilization and remobilization of contractor forces cost of $75,000 will be
charaed by w. A. Chester. FPL will expect reimbUISement from the City of Miami Beach for
these charges since this demobilization of contractor forces is being initiated.by the City,

In response to your request, the current status of the 40th Street - Venetian 69kV Line
Project is as follows:
1) The trenching / piping from Manhole #2 to 40th Street Substation is complete. Road
restoration is being done today.
2) The trenching/ piping from 34th to Manhole #1 will be completed by March 16, 1999.
3) Per the attached schedule from W. A. Chester, Rev. 4, dated February 26. 1999, aU
trenching I piping actiyities along the golf course, Activity ID's 1080 and 1081, will
be completed by March 30, 1999. W. A. Chester is adding a third trenching crew in
order to achieve this schedule milestone date.

MOT nor the tree removal pennit for phases 2 and 3, respectively, we will move directly into phase
4.
Per your request during our phone conversation of 10/30/98, FPL' s peImit applications to the City
of Miami Beach shall reference the applicable phase(s) and include the approval documentation
from all necessary permitting agencies, thus confinning that all other permits of that particular
phase have been approved.
