A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROPRIATING FUNDING, AND
APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS
RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY
MANAGER, OR HIS DESIGNEE, TO APPLY FOR AND ACCEPT FUNDING
(INCLUDING MATCHING FUNDS AND ANY RELATED CITY EXPENSES),
AND EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS IN
CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS, AND
AGREEMENTS: 1) U.S. DEPARTMENT OF HOMELAND SECURITY,
FISCAL YEAR 2021 URBAN AREA SECURITY INITIATIVE (UASI) GRANT
PROGRAM IN THE APPROXIMATE AMOUNT OF $515,000; 2) TARGET
YOUTH SOCCER GRANTS PROGRAM IN THE APPROXIMATE AMOUNT
OF $1,000; 3) U.S. DEPARTMENT OF HOMELAND SECURITY,
EMERGENCY FOOD AND SHELTER PROGRAM IN THE APPROXIMATE
AMOUNT OF $49,000; 4) THE ROCKEFELLER FOUNDATION, IN THE
APPROXIMATE AMOUNT OF $200,000; AND 5) FLORIDA DEPARTMENT
OF TRANSPORTATION, FLORIDA'S PEDESTRIAN BICYCLE FOCUSED
INITIATIVE COMMUNICATIONS AND HIGH VISIBILITY ENFORCEMENT
PROGRAM IN THE APPROXIMATE AMOUNT OF $21,465
WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for funding for funds in the
amount of approximately $515,000 from the U.S. Department of Homeland Security, Fiscal Year
2021 Urban Area Security Initiative Grant Program, the details of which are as follows:
• The Urban Areas Security Initiative (UASI) Program is funded through the U.S.
Department of Homeland Security. UASI funds are provided to assist high-threat, high-
density urban areas to build and sustain the capabilities necessary to prevent, protect
against, mitigate, respond to, and recover from acts of terrorism. The Administration will
be applying for two projects under the UASI FY 2021 program. Descriptions of the two
projects are as follows:
• $265,000 for Card Access and Cameras for City Facilities:
A. Several City facilities lack adequate physical security measures. This project aims
to increase security at City-owned facilities where there are identified physical
vulnerabilities. The goal is to mitigate intruder attacks, and therefore physical
controls, such as cameras and card access readers will be installed with grant
funding.
B. The Administration is requesting $265,000 for this project and matching funds are
not required.
• $250,000 for the Regional Automated License Plate Recognition (ALPR) Project:
A. The Regional Automated License Plate Recognition (ALPR) Project is a multiple
year project that will allow for the continuation of the work performed in 2018, 2019
and 2020. An Automatic License Plate Recognition Program will deliver the ability
to read vehicle license plates and check them against an installed database for
rapid identity verification. The system has been used successfully in other cities to
locate stolen or wanted vehicles and reduce crime.
B. The system will benefit all members of the Miami Urban Area Working Group,
which includes municipalities in Monroe, Miami-Dade, Broward and Palm Beach
counties. It will allow law enforcement agencies to continue to collaborate with
community partners by sharing LPR data between law enforcement members
without a loss of information, regardless of the vendor that each agency is
contracted with. This will provide the UAWG partners with broader, real-time
intelligence gathering.
C. Administration is requesting $250,000 for this project and matching funds are not
required; and
WHEREAS, the City Administration requests approval to apply for funding for funds in the
amount of approximately $1,000 from the Target Youth Soccer Grants Program for the Miami
Beach Soccer Club, the details of which are as follows:
• The Target Youth Soccer Grants Program provides funding for registration fees,
equipment and training for players. It also provides funding for the professional
development of volunteer coaches.
• The Miami Beach Football Club is a soccer program for boys and girls ages 8-17 years
old. The main goal of the program is to improve each child's soccer skills and to prepare
them to play in a competitive environment. The Administration intends to apply for funding
to provide scholarships for low-income youth to help cover registration fees for the
program. If awarded, the grant request of$1,000 will pay for ten (10)scholarships at$100
each.
• The Matching funds are not required for this grant; and
WHEREAS, the City Administration requests approval to apply for funds from the U.S.
Department of Homeland Security, Emergency Food and Shelter Program in the approximate
amount of $49,000 for food vouchers, rent/mortgage assistance, and utilities assistance. The
details of which are as follows:
• The U.S. Department of Homeland Security, Emergency Food and Shelter Program
(EFSP) assists organizations across the country to provide food, shelter and supportive
services to people with economic emergencies.
• The City Administration is requesting funds from EFSP for families in need of
assistance. The funds will be used to provide food vouchers, rent and mortgage
assistance, and utilities assistance to individuals.
• The City applies for EFSP funding each year, and this year's allocation is for Phase 37 of
the program. This year, the EFSP program also has an additional allocation of CARES
Act funding. The City is therefore applying for$24,500 from Phase 37 funds, and $24,500
from CARES Act funding.
• Matching funds are not required for this grant; and
WHEREAS, the City Administration requests approval to apply for grant funds, in the
approximate amount of $200,000 from the Rockefeller Foundation for an Education and
Communications Proposal for the Hospitality and Tourism Industry Strike Team and COVID-19 in
support of the Rockefeller Foundation COVID-19 Testing Action Plan and the Florida Department
of Health (Miami-Dade). The details of which are as follows:
• As a member of the Rockefeller Foundation's COVID-19 Testing Action Plan Testing
Solutions Group, the City of Miami Beach, through Greater Miami and the Beaches,
proposes a hospitality and tourism industry focused strike team led by the Department of
Health (Miami-Dade)to:
• 1) Increase the speed and effectiveness of contact tracing, employee testing and
education of employer protocols that will be an extension of the Florida Department
of Health and the MB Standard Business Certification Program;
• 2) Address the unique characteristics and needs of the hospitality and tourism
industry that has been economically devastated by the COVID-19 pandemic; and,
• 3) Expand the MB Standard Business Certification program to include resources
and templates for the hospitality industry to help organize the information essential
for contact tracing. Businesses that join the program can display the certificate
and logo highlighting their commitment to employee testing, safety protocols, and
contact tracing.
• The multilingual marketing and communications campaign will encourage Miami Beach
hospitality and tourism businesses to actively participate in protocols that reduce the
spread of COVID-19. The campaign is designed to promote the Hospitality and Tourism
Strike Team and MB Standard Program. The success of the project requires collaboration
between the City, the Department of Health, and the Hospitality and Tourism industry.
• The Administration is requesting funding in the approximate amount of $200,000 and
matching funds are not required for this grant; and
WHEREAS, the City Administration requests approval to apply for funds from Florida
Department of Transportation, Florida's Pedestrian Bicycle Focused Initiative Communications
and High Visibility Enforcement Program in the approximate amount of $21,465, the details of
which are as follows:
• The Florida Department of Transportation (FDOT) has funding available for law
enforcement agencies that initiate High Visibility Enforcement campaigns to keep
pedestrians and bicyclists safe on Florida's roadways. This funding is available through
Florida's Pedestrian and Bicycle Focused Initiative.
• The City's Police Department operates a High Visibility Enforcement Program to keep
pedestrians and bicyclists safe on Miami Beach roadways, and the City has applied for
and been awarded these funds from FDOT in the past.
• The Administration is requesting funding in the approximate amount of $30,000 to
continue the High Visibility Enforcement Program and for police overtime salaries. This
project will first educate, then warn and finally issue citations to violators. Matching funds
are not required for this grant.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements retroactively approve
and authorize) the City Manager, or his designee, to apply for, accept and appropriate funding
(including matching funds and any related city expenses), and to execute any and all documents
or agreements in connection with the following grants, programs, and agreements: 1) U.S.
Department of Homeland Security, Fiscal Year 2021 Urban Area Security Initiative (UASI) Grant
program in the approximate amount of$515,000; 2) Target Youth Soccer Grants Program in the
approximate amount of$1,000; 3) U.S. Department of Homeland Security, Emergency Food and
Shelter Program in the approximate amount of $49,000; 4) The Rockefeller Foundation, in the
approximate amount of $200,000; and 5) Florida Department of Transportation, Florida's
Pedestrian Bicycle Focused Initiative Communications and High Visibility Enforcement Program
in the approximate amount of$21,465.

BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external
agencies and organizations. Information regarding the projects and funding sources is included
in the Analysis Section of this Agenda Item.
ANALYSIS
1 . U.S. Department of Homeland Security. Fiscal Year 2021 Urban Area Security Initiative
Grant Program in the approximate amount of$515.000.
The Urban Areas Security Initiative (UASI) Program is funded through the U.S. Department of

Homeland Security. UASI funds are provided to assist high-threat, high-density urban areas to
build and sustain the capabilities necessary to prevent, protect against, mitigate, respond to, and
recover from acts of terrorism. The Administration will be applying for two projects under the
UAS I FY 2021 program. Descriptions of the two projects are as follows:
