A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF MIAMI
BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO
DEVELOP A PUBLIC SEAWALL ACTION PLAN THAT INCLUDES AN
UPDATED 2011 SEAWALL INVESTIGATION REPORT, AND DETAILS
CURRENT AND ON-GOING PROJECTS TO REPAIR AND/OR
STRENGTHEN EXISTING PUBLIC SEAWALLS WITHIN THE CITY,
VULNERABILITIES THAT DEMAND IMMEDIATE ATTENTION,
PROJECTS REQUIRED TO ADDRESS SUCH VULNERABILITIES, AND
A MULTI-YEAR FUNDING PLAN WITH POTENTIAL SOURCES FOR IT;
AND FURTHER DIRECTING THE CITY ADMINISTRATION TO BRING
EXISTING MATERIALS AND OUTLINED PROPOSALS TO THE LAND
USE AND SUSTAINABILITY COMMITTEE WITHIN 60 DAYS FROM THE
ADOPTION OF THIS RESOLUTION.
WHEREAS, Sea Level Rise is one of the effects of climate change and is a result of two
different factors—an increase in water volume that is added by melting ice lands and the thermal
expansion of sea water; and
WHEREAS, the City of Miami Beach, which is located on a barrier island with porous
limestone geology, is extremely vulnerable to the impacts of sea level rise and high tides; and
WHEREAS, using 2000 as the reference year, the Southeast Florida Regional Climate
Change Compact is estimating that sea level is projected to rise 10 to 21 inches above 2000
mean sea level by 2040; 21 to 54 inches above 2000 mean sea level by 2070; and 40 to 136
inches above 2000 mean sea level by 2120; and
WHEREAS, seawalls and similar tidal flood barriers strengthen coastal resilience when
constructed in a manner that is substantially impermeable and meet a minimum height standard
that effectively addresses existing tidal flooding and future sea level rise for the expected lifetime
of the seawall or structure; and
WHEREAS, private seawalls within the City stretch for 48.85 miles while public seawalls
stretch for 4.15 miles(see Exhibit A), and the City needs to lead by example for private properties;
and
WHEREAS, the City recognizes seawalls with defects frequently overtop and need to be
repaired in a timely manner to reduce tidal flooding impacts on adjacent properties and public
Rights-of-Way; and
WHEREAS, in 2016, the Mayor and City Commission of Miami Beach passed Resolution
2016-29454, which requires all new seawalls on private construction and all seawalls constructed
on public projects to have a minimum elevation of 5.70 feet NAVD; however, for existing private
seawalls that are being replaced/repaired, not associated with new building construction, a
minimum 4.0 NAVD elevation would apply with the structural design to accommodate a seawall
height extension to a minimum 5. 7 NAVD; and
WHEREAS, on September 27, 2016, the City Commission adopted Resolution No. 2016-
29584, which authorized the City Manager to accept the transfer to the City of approximately
4,000 linear feet of seawall along Indian Creek Drive in need of repair and replacement, which is
currently in the permitting process; and
WHEREAS, the City is constructing and repairing public seawalls at the following ten (10)
locations: Jefferson Avenue, Lenox Court, Garden Avenue, Bonita Avenue, Rue Notre Dame,
Trouville Esplanade, Maurice Gibb Park, Brittany Bay Park, and 8100 Hawthorne Avenue with
construction anticipated to begin in 2021 and 2022 (see Exhibit A; and
WHEREAS, one of the current General Obligations Bond ("GOB") projects is GO #39,
entitled "Seawalls & Shorelines"; and
WHEREAS, GO #39 allocated $10,000,000 to raise existing public seawalls to the
updated minimum height standard (5.7 NAVD) in areas most vulnerable to sea level rise and
street flooding; and incorporate living shorelines with natural vegetation, native species, and other
green infrastructure; and
WHEREAS, the City has also utilized an aerial LIDAR drone to analyze and detect low-
laying seawalls within the City, and determine which seawalls require immediate action and must
be prioritized; and
WHEREAS, the Mayor and City Commission direct the City Administration to create a
Public Seawall Action Plan that includes an updated 2011 Seawall Investigation Report, and
details current and on-going projects, existing vulnerabilities that demand immediate attention,
projects required to address such vulnerabilities, and a multi-year funding plan with potential
sources for it; and
WHEREAS, as its first step in the Public Seawall Action Plan, the City Administration is
further directed to bring existing materials, specific action steps, and proposal timelines to the
Land Use and Sustainability Committee within 60 days from the adoption of this Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Administration to create a Public Seawall Action Plan that
includes an updated 2011 Seawall Investigation Report, and details current and on-going projects,
existing vulnerabilities that demand immediate attention, projects required to address such
vulnerabilities, and a multi-year funding plan with potential sources for it; and further direct the
City Administration to bring existing materials and outlined proposals to the Land Use and
Sustainability Committee within 60 days from the adoption of this Resolution.
