A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, URGING THE SCHOOL
BOARD OF MIAMI-DADE COUNTY PUBLIC SCHOOLS TO TAKE
THE FOLLOWING ACTIONS: (1) INSTALL PRE-PURCHASED 110
"STOP THE BLEED" KITS IN EVERY CLASSROOM IN MIAMI
BEACH HIGH SCHOOL AS SOON AS REASONABLY POSSIBLE;
AND (2) PURCHASE AND INSTALL "STOP THE BLEED" KITS IN
REMAINING PUBLIC HIGH SCHOOLS IN MIAMI-DADE COUNTY.

WHEREAS, in recent years, mass shootings involving military-grade and/or high-capacity
magazine assault weapons have occurred with alarming regularity, often targeting schools; and
WHEREAS, when the American College of Surgeons analyzed the tragic losses at the
Sandy Hook school shooting, they found that some deaths could have been prevented if people
on site were trained in basic bleeding control techniques; and
WHEREAS, because it takes only 5 to 10 minutes for a gunshot victim to bleed to death,
the American College of Surgeons has long pushed for a nationwide program to train teachers
simple but effective means of halting blood loss; and
WHEREAS, called Stop the Bleed, the program also recommends that every classroom
have a special "Stop the Bleed" kit; and
WHEREAS, Stop the Bleed Kits are vacuum-packed and tamper-proofed for easy storage
and are designed to provide the user with immediate access to products intended to stop
traumatic hemorrhaging; and
WHEREAS, installing bleeding control kits in classrooms is essential, as the kits have the
supplies needed to help control life-threatening bleeding and prevent further blood loss from
someone with a traumatic injury; and
WHEREAS, the Miami Beach High School Parent-Teacher School Association, with the
help of the non-profit organization Make Our Schools Safe, recently purchased 110 Stop the
Bleed Kits, one for each classroom in Miami Beach Senior High; and
WHEREAS, however, MBHS administration is currently unable to install the pre-
purchased 110 kits in MBHS classrooms, pending authorization from the School Board of Miami-
Dade County Public Schools ("MDCPS"); and
WHEREAS, given the unpredictable nature of school shootings and other tragedies, it is
essential that the Stop the Bleed Kits are installed in Miami Beach High School as soon as
possible, followed by classrooms in every other public high school in Miami-Dade County; and
WHEREAS, as such, the Mayor and City Commission urge the MDCPS School Board to
install pre-purchased 110 Stop the Bleed Kits in every classroom in MBHS as soon as reasonably
possible, and purchase and install additional kits in every public high school in Miami-Dade
County.

C O M M IS S IO N O F T H E C ITY O F M IA M I B E A C H , F L O R ID A , that the Mayor and City
Commission hereby urge the School Board of Miami-Dade County Public Schools to take the
following actions: (1) install pre-purchased 110 "Stop the Bleed" kits in every classroom in Miami
Beach High School as soon as reasonably possible; and (2) purchase and install "Stop the Bleed"
kits in remaining public high schools in Miami-Dade County.
