A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, URGING MIAMI-DADE COUNTY TO
CONTINUE IMPLEMENTING BEST PRACTICES
REGARDING POL YFLUOROALKYL SUBSTANCES
("PFAS") IN MIAMI-DADE COUNTY'S DRINKING
WATER AND CONTINUE TO MONITOR ITS LEVEL.
RESOLUTION NO.
WHEREAS, a study conducted by an advocacy nonprofit, Environmental
Working Group ("EWG"), which was recently published in the Miami Herald, found
the presence of polyfluoroalkyl substances ("PFAS"), also known as "forever
chemicals," in nearly all U.S. drinking water; and
WHEREAS, PFAS is a family of man-made chemicals which consists of 5,000
varieties of chemical, and can be found in Teflon cookware and Scotchgard stain
repellent; and
WHEREAS, while federal Environmental Protection Agency ("EPA") does not
have a firm rule on how much can be present in drinking water, the agency established
a non-enforceable "health advisory level" of 70 parts per trillion for the most prevalent
PFAS compounds, which are also widely used in firefighting foams; and
WHEREAS, advocacy groups like EWG and health advocates consider that
threshold too high to be considered safe, and ten states have implemented or are
preparing to implement their own standards; and
WHEREAS, EWG did not provide its testing locations but tests conducted in
Miami-Dade County (the "County") in July 2019 showed PFAS levels of 56.7 parts per
trillion, below the federal advisory level but higher than EWG's recommended level of
1 parts per trillion; and
WHEREAS, according to EWG's data, Miami-Dade County has third highest
rate for high PFAS concentration in the water, following Brunswick County in North
Carolina and the Quad Cities area in Iowa; and
WHEREAS, while all the drinking water provided through the County's
treatment plants is well within the EPA advisory level for PFAS, six water supply wells
out of 89 wells sampled by the County have been found to exceed EPA health advisory
levels, leading to the closure of three of those wells in 2019; and
WHEREAS, Miami Beach has done its own independent water testing and tests
have determined that the City has 40 parts per trillion of PFAS in its drinking water,
which is consistent with the numbers reported by the County.

C O M M I S S IO N O F T H E C IT Y O F M IA M I B E A C H , F L O R ID A , that the Mayor and City
Commission hereby urge Miami-Dade County to continue implementing best practices
regarding polyfluoroalkyl substances ("PFAS") in Miami-Dade County's drinking water
and continue to monitor its level.
