Gonzalez ~~ City Manager HUMAN RESOURC S' 2003 YTD REPORT (AS OF JULY 31, 2003) To: Subject: The purpose of this LTC is to provide you statistical information regarding our Human Resources efforts for this year. As you know, Organizational Development is one of my priorities each year. The attached provides you with various measures of our progress of ensuring a highly competent and motivated workforce The following are some of the highlights: . Hiring: o 5,235 applications and resumes received. o 168 people were hired. o 32.7% of the hires were Female, 23.8% were Black, and 52.4% were Hispanic. . Ensured that 100% of applicants are processed into the system within 3 working days. . Ensured that there were at least 10 qualified applicants for each position. . Promotions: o 57 employees were promoted. . Testing: o Conducted 15 written test sessions (902 applicants). o Ensured 100% of written tests are graded within 2 working days. . Created and implemented a Student Internship Program. . Created applicant pools for all Citywide positions. . Spent $45,000.00 less in advertising. . Increased our lobby hours form 15 hours to 32.5 hours per week. . Conducted 27 job audits. . Achieved a low 8% increase in the cost of the City's Humana medical insurance and a 3% cost increase for the dental plan. . Added a dental indemnity plan for the year 2003/04. . Increased the number of employees enrolled in college level courses offered on Miami Beach by 20%. . Processed 139 applications for Tuition Assistance. . Processed 233 job change activities (hires, promotions, transfers, and demotions). . Created and implemented a Student Internship Program (effective July 21st; 5 student interns are participating with 13 current internship opportunities within the City). . Enhanced the hiring process by creating applicant pools for all Citywide positions (pools for 122 different positions hav~ been created). Page 2 of 6 . Participated in 11 Job Fairs (1,532 people requested information, 975 applications and resumes were received). . Utilized Job Fair advertising specials, applicant pools, and free industry venues as main contributors in spending $45,000.00 less in overall advertising costs than the previous fiscal year. . Processed 90% of background checks within 20 days. . Expanded the Senior Aide program to include 5 City Departments (Call Center, Finance, City Clerk, City Manager, and Human Resources). . Increased our lobby hours for all applicants from 15 hours to 32.5 hours per week. Compensation and Audits Division (Mission: To maintain a competitive and accurate compensation system.) Audits Section . Conducted 27 job audits. . Created 10 new classifications, as requested by Department Heads. . Streamlined the discipline process to allow Department Heads to contact Human Resources via telephone before action is taken. . Improved the job audit justification process by supplying more information about the current position. . Processed 13 suspensions, 6 terminations, and 1 salary reduction. . Responded to 3 EEOC charges (vs. 11 EEOC charges last year for the same period of time). . Maintained and updated job descriptions (over a three year period). Compensation Section . Certified 16 payrolls, verifying new hires, terminations and pay changes for a total of 1 ,838 employees. . Created and implemented a monthly Citywide performance evaluation status report and enhanced the evaluation tracking report. Page 3 of 6 . Conducted exit interviews with 65 employees. . Implemented and calculated, with the assistance of the Information Technology Department, COLA increases for 772 Unclassified, Others, and AFSCME employees. . Implemented Perfect Attendance Bonus for 14 CWA, AFSCME, and GSA employees. . Participated this year with an online survey for all Citywide positions, establishing a comparison with other municipalities within Miami-Dade and Broward counties. This information was used to verify our pay scales. Benefits Division (Mission: To provide a benefit program that is comprehensive, competitive, and cost- effective.) . Issued an RFP for Medical, Dental, Life, Supplemental Life, and Voluntary Benefits including Flexible Spending Accounts. . Educated management on the benefit changes likely to occur this year and the future outlook. . Coordinated the South Florida Commuter Services program. . Created and implemented the Mentoring Program. . With the assistance of Gallagher Benefit Services, the City's employee benefits consultant, achieved a low 8% increase in the cost of the City's Humana medical insurance and a 3% cost increase for the dental plan. . Completed the physical re-structure of the Benefits Section to provide privacy and security of information. . Added a dental indemnity plan for the year 2003/04. . Enhanced the employee intranet discount program. . Continued to inform employees of their options in choosing a retirement plan and processing Deferred Compensation changes. Organizational Development & Training Division (Mission: Develop employees to realize their full potential.) . Increased the number of employees enrolled in college level courses offered on Miami Beach by 20% through e-Briefs and quarterly press releases on Channel 20. Page 4 of 6 . Processed 139 applications for Tuition Assistance for employees (vs. 152 last year for the same period of time). . Coordinated the Citywide Open House to foster cross training during Customer Service Week (January 12 -17,2003). . Improved and maintained a wide range of training programs to assist employees in excelling in their current positions and in preparing for future opportunities. 510 employees were trained in 72 training sessions.
