SUBJECT: EXTENSION OF THE FLAMINGO PARK NEIGHBORHOOD OPEN/SLOW STREETS
PILOT PROJECT
I am pleased to inform you that Miami-Dade ``County has granted an extension of the Flamingo
Park Neighborhood Open/Slow Streets Pilot Project as of December 2, 2020. Throughout the
initial 30-day pilot period, our Transportation and Mobility team maintained frequent
communication with the County on the pilot. The extension was granted as a result of a recent
walk-through organized by Commissioner Mark Samuelian and County Commissioner Eileen
Higgins, which included Miami-Dade County Department of Transportation and Public Works
staff, City staff, Better Streets Miami Beach, and members of the Flamingo Park neighborhood.
During the walkthrough, City and County staff conducted observations and collected testimony
from the community. City staff has collected traffic, bicycle, and pedestrian data as well as
resident testimony to gauge the effectiveness of the pilot in terms of increasing bicycle and
pedestrian usage and reducing traffic volume and speed along the pilot corridors. It is worth
noting that the pilot was briefly interrupted by tropical storm Eta which delayed the data collection
for the post-implementation evaluation.
Newly-elected Miami-Dade County Mayor Daniella Levine Cava selected the Flamingo Park
Open/Slow Streets Pilot Project for a bicycle ride-through event on Saturday, November 21 (see
attached photos). The event consisted of a ride through several Flamingo Park neighborhood
slow streets, showcased a portion of the parking-protected bike lanes on Washington Avenue
(first implementation in the County), and terminated at Lummus Park to showcase the
reconfigured Ocean Drive. Mayor Levine Cava recognized the City’s pilot project in her social
media account: “A beautiful day for a biking tour of #OurCounty's first Slow Streets project, as we
chart a more walkable, livable future for our community.”
As an immediate next step, City staff is working on improving the aesthetics and content of the
Slow Streets signs, including wrapping the barricades in the City’s blue/green color scheme to
make the signs more aesthetically pleasing and contextually sensitive to the neighborhood. In
addition, staff is working on redesigning the existing blue “Rules of the Road” sign to include more
icons and make the sign easier to read and understand. The cost of the pilot is currently $6,700
per month.
