W H E R EA S , the Rainbow "Pride" flag, sometimes also referred to as the "freedom
flag," was designed in 1978 by Gilbert Baker, a San Francisco artist, and was initially
created as a symbol of gay and lesbian pride and diversity, but has since been recognized
throughout the world as a cultural symbol of diversity, inclusiveness and hope; and
WHEREAS, since then, the Rainbow Pride flag has been displayed and/or
otherwise exhibited by various gay and lesbian organizations throughout the world
including, without limitation, the use of the flag by these organizations at annual gay pride
events and parades throughout the world; and
WHEREAS, in 2018, graphic designer Daniel Quasar has added a five-colored
chevron to the LGBT Rainbow Flag to place a greater emphasis on "inclusion and
progression," (see Ex. A attached to the Resolution); and
WHEREAS, the re-designed Pride flag, also known as Progress Pride Flag, adds
five arrow-shaped lines to the six-colored Rainbow Flag, with black and brown stripes to
represent marginalized LGBTQ communities of color, along with the colors pink, light blue
and white, which are used on the Transgender Pride Flag; and
WHEREAS, the Progress Pride Flag was intended to build on a similar banner
adopted by the City of Philadelphia in 2017, which added black and brown stripes to
include LGBT people of color; and
WHEREAS, according to Quasar, the main section of the flag incorporates the six-
stripe flag so as to not take away from the initial meaning, while the additional elements
form an arrow shape that points to the right, to represent "forward movement,"; and
WHEREAS, one of earliest occasions of the Progress Pride Flag use was in
Calgary, Alberta, in August 2018, when the flag was hoisted at the Hillhurst United
Church, with intention to fly it year-round; and
WHEREAS, in 2020, Pride parades, brands, activists, and even the City of London
and cultural institutions like the U.K.'s Southbank Centre, have simultaneously and
without any co-ordination, have adopted the Progress Pride Flag as their symbol for the
community instead; and
W H E R E A S , the City of Miami Beach has a record for going above and beyond for
LGBTQ inclusion and equity, including non-discrimination laws to protect youth from
conversion therapy and all-gender single occupancy facilities, youth bullying prevention
policies and services, the employee benefit of recognizing domestic partners prior to
legalization of same-sex marriage, refusal to contract with businesses that support
discrimination against the LGBTQ community, and having openly LGBTQ elected or
appointed municipal leaders; and
WHEREAS, in 2019, the residents of the City approved, by referendum, the
proposal to name the new park west of the Convention Center "Pride Park," in recognition
of inclusiveness as city's core values; and
WHEREAS, for seven consecutive years, the City has earned a perfect score of
100 points from the Human Rights Campaign's Municipal Equality Index - placing the
City in the top tier of communities across the nation that through action and policy, have
paved the way in the fight for fairness; and
WHEREAS, on September 10, 2008, the Mayor and City Commission adopted
Resolution No. 2008-26890, acknowledging and agreeing with the interpretation of the
Planning Director and the City Attorney's Office pertaining to the applicable provisions of
City Code, said interpretation providing that the installation and display of the Rainbow
"Pride" flag, which is an internationally recognized cultural symbol of diversity, is permitted
in the City of Miami Beach; and
WHEREAS, the standard Rainbow Pride Flag has been proudly displayed at the
Miami Beach City Hall since 2008; and
WHEREAS, however, the work on progress, equality, and self-education is never
over, and it is important to remember that the revolutionary riots at Stonewall were
spearheaded by many LGBTQ people of color, including black and brown trans women,
and that none of the progress made towards the acceptance and equality of LGBTQ
individuals over the past 51 years would be possible if not for the action and courage of
those protestors; and
WHEREAS, accordingly, in keeping up with the City's long-standing record as one
of the champions of inclusion and diversity, the Mayor and City Commission desire to
replace the current Rainbow Flag displayed at City Hall with Daniel Quasar's Progress
Pride Flag to reflect the City's commitment to represent and fight on the behalf of all
members of the LGBTQ community.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby amend Resolution No. 2008-26890, and direct the City
Administration to replace the current Rainbow Flag displayed at City Hall with Daniel
Quasar's Progress Pride Flag to reflect the City's commitment to represent and fight on
the behalf of all members of the LGBTQ community.
