Resolution 2020-31516 RESOLUTION NO. 2020-31516 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE (FERC) AT ITS NOVEMBER 13, 2020 MEETING, APPROVING THE CRITERIA, AS SET FORTH IN THIS RESOLUTION, FOR ISSUANCE OF CITYWIDE AND G PARKING PERMITS. WHEREAS, the Parking Department issues Citywide (CW) parking permits which allow permit holders to park on all on-street and off-street metered parking areas, residential zone parking areas, and allows them an access card for City Hall garage parking; and WHEREAS, the Parking Department also issues G parking permits which allow permit holders to park on all on-street and off-street metered parking areas, residential zone parking areas, and allows them an access card for all municipal parking garages; and WHEREAS, on January 12, 1998, the Mayor and City Commission approved Resolution No. 98-22637, directing the Administration to issue CW parking permits to members of the City's agencies, board and committees, which would run concurrent to the term of their service; and WHEREAS, CW and G permits are also issued to current and former City officials and employees; and _ WHEREAS, on August 25, 2020, the newly created Office of the Inspector General (OIG) completed an inspection report on the process for issuance of CW and G parking permits, and recommended that the City Commission adopt criteria for the issuance of CW and G parking permits; and WHEREAS, having considered the OIG's report, the Parking Department hereby recommends the following criteria for parking permits: 1. Current Board/Committee Member: one (1) CW parking permit; 2. Former City Elected Official: one (1) CW parking permit; 3. Current City Elected Official: two (2) G parking permits; 4. Current City employee: two (2) CW or G parking permits based on classification of Assistant Director or above and/or based on their job duties as requested by their supervisor and approved by the City Manager; 5. Special Master Member: one (1) CW parking permit; 6. An additional vehicle may be approved whenever the additional vehicle is a motorcycle or scooter; 7. The City Manager may approve, based on special circumstances, at his sole discretion, the issuance of other CW or G permits as needed; and WHEREAS, on November 13, 2020, the FERC reviewed and approved the criteria and unanimously recommended that the Administration proceed with the Resolution herein; and WHEREAS, the Inspector General, at the November 13, 2020 FERC meeting, stated that he supports the proposed criteria, as it addresses the issues that were raised in the OIG report. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the FERC and approve the criteria for issuance of CW and G parking permits, as set forth in this Resolution. RECOMMENDATION That the Mayor and City Commission hereby accept the recommendation of the Finance and Economic Resiliency Committee (FERC) and approve the Resolution with criteria for issuance of CW and G parking permits BACKGROUND/HISTORY The parking department issues citywide (CW) parking permits which allows permit holders to park on all on-street and off-street metered parking areas, residential zone parking areas, and allows them an access card for City Hall garage parking. G parking permits are also issued, which allows permit holders to park on all on-street and off-street metered parking areas, residential zone parking areas, and allows them an access card for all Municipal parking garages. On January 12, 1998, the Mayor and City Commission approved Resolution No. 98-22637 directing the Administration to issue CW parking permits to members of the City's agencies, board and committees now serving on same, that run concurrent to the term of their service. The Inspector General at the November 13, 2020 FERC meeting opined that he supports the proposed Resolution, as it addresses the issues that were raised in the audit report. The FERC reviewed and approved the recommendations and unanimously recommended that the Administration proceed with the Resolution. The below groups are hereby approved for parking permits as follows: Page 156 of 1707 1. Current Board/Committee Member: one (1) CW parking permit; 2. Former City Elected Official: one (1) CW parking permit; 3. Current City Elected Official: two (2) G parking permits; 4.
