IACP AWARD'FOR SERGEANT PETER SMOLYANSKI

This Letter to the Commission is to provide information on the recent Special Citation
awarded to Sergeant Peter Smolyanski by Parade Magazine and the International
Association of Chiefs of Police at the annual IACP convention in Philadelphia.
Acting undercover, Sgt. Smolyanski met with members of a Colombian terrorist group
involved in exporting drugs throughout the world. He "negotiated" a deal to trade $25
million in cash and drugs for five crates of Russian-made missiles, grenades, machine
guns and ammunition. This complex operation required Sgt. Smolyanski to travel to four
different countries, putting his life at extreme risk. The arrest of the four men involved in
this conspiracy was announced by Attorney General John Ashcroft earlier this year as a
major step forward in the battle against terrorism and drug trafficking.
In addition to his undercover role with the F.B.I, Sgt. Smolyanski also functions as a full
time supervisor of a street narcotics unit with the Strategic Investigations Unit. He
successfully manages to balance the demands of his position with the Miami Beach Police
Department and his participation with the F.B.I. in major undercover operations. Sgt.
Smolyanski is to be commended for his outstanding bravery, diligence and dedicated
community service in the finest tradition of American law enforcement.
