RESOLUTION No. 86-18415
A RESOLUTION AUTHORIZING AND DIRECTING THE CITY
MANAGER TO CREATE AND ESTABLISH A REVOLVING FUND
FOR PROVISION OF FUNDING RELOCATION EXPENSES FOR
TENANTS DISPLACED AS A DIRECT RESULT OF CITY
CONDEMNATION ' OR CLOSURE PROCEDURES OF
STRUCTURES, BOARD-UP OF THE CLOSED BUILDINGS,
AND FUNDING FOR COSTS INCURRED FOR VACANT LOT
CLEARANCE IN MIAMI BEACH.
WHEREAS, the Administration anticipates that, during the
course of the next few months, several buildings will be declared
unsafe and will require immediate evacuation; and
WHEREAS, a recent decision of the City Commission requires
that the Administration provide relocation assistance to residents
of buildings which are closed as a direct result of action taken on
the part of the City; and
WHEREAS, the closure of buildings require the immediate
board-up of windows and doors to prevent access to the inside of
the buildings; and
WHEREAS, the Administration has a policy which requires that
vacant lots be maintained, requiring the City to contract for these
services; and
WHEREAS, the Administration will require a source of funding
for the costs incurred and associated with the provision of these
services; and
WHEREAS, the most effective accounting procedure for this
form of activity is a Revolving Fund.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is hereby
authorized and directed to ,create and establish a Revolving Fund
for the purpose of providing immediate availability of funds for
costs incurred and associated with vacant lot clearance and city
building closing actions, including, but not limited to, relocation
expenses and building board-ups;
BE IT ALSO DULY RESOLVED, that funding for this Fund will be
provided from the General and Special Revenue Funds, at the time of
need, but will be immediately reimbursed from revenues received
from the placement of liens, fines, and levies upon the building
and the owner of the facility itself.
PASSED and ADOPTED this 2nd day of April, 1986.
