A RESOLUTION RECOGNIZING THE NEEDS OF RESIDENTS
LIVING IN THE PROPOSED ACQUISITION AREA OF LOTS
29, 30 and 31, BLOCK 51, OCEAN BEACH ADDITION 113,
STREET ADDRESSES: 809-813 BISCAYNE STREET, MIAMI
BEACH, PROVIDING FOR THEIR POSSIBLE
COMPENSATION FOR RELOCATION; PROVIDING FOR THE
USE OF FUNDS FROM THE $9.8 MILLION SOUTH POINTE
INFRASTRUCTURE BOND ISSUE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA:
WHEREAS, in Resolution #86-18406, the City Commission of the City of Miami
Beach approved the acquisition of Lots 29, 30 and 31, Block 51, Ocean Beach Addition
#3, street addresses: 809-813 Biscayne Street, in order to widen Washington Avenue
from Biscayne Street to First Street; and,
WHEREAS, it is the intention of the City to compensate fully all those persons
entitled to compensation; and,
WHEREAS, such compensation shall be paid, regardless of whether the tenants
have moved prior to the date of acquisition; and,
WHEREAS, the funding to compensate said residents should be appropriated from
the $9.8 million South Pointe Infrastructure Bond issue.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, THAT:
1.All of the above recitals are true and correct;
2.The City Commission hereby directs the City Manager to issue benefits to
those residents determined to be eligible in the following manner:
a) The tenant shall vacate the property by June 15, 1986 and be current in
his/her rent at the time of his/her displacement. Eligible tenants will
receive compensation equal to 150% of their normal monthly rental
payment, for one (1) month.
3. Funds in the amount of $2,400.00 will be appropriated from the $9.8 million
South Pointe Infrastructure Bond issue to be placed in Work Order #2947
(Washington Avenue Improvements/HN-426).

PLACED IN WORK ORDER#2947
In Resolution 86-18406, the City of Miami Beach authorized the acquisition of Lots 29,
30 and 31, Block 51, Ocean Beach Addition #3, street addresses: 809-813 Biscayne
Street.
There are estimated to be six (6) families that will be in need of some relocation
assistance due to their involuntary displacement. The City has no Relocation Policy
for acquisition-related activities, and, therefore, this action does not come under the
Community Development Block Grant Program. In the past, the City Commission has
provided for relocation assistance on specific projects, as needed. . .
The City desires to have all property vacated on, or before, June 15, 1986. Tenants
could be compensated with a payment equaling 150% of their normal monthly rental
payment. ,
All tenants who are listed on the current rent rolls would be eligible for a benefit,
providing they are current in their rental payments. All listed tenants will be
interviewed by the Community Development/Human Services staff of the Economic
and Community Development Department in order to determine eligibility.
Relocation payments will be processed against Work Order #2947. Therefore, it is
necessary for the City to adopt a Resolution which establishes the relocation benefits
proposed, as well as authorizing an appropriation in the amount of $2,400.00 to be
allocated from the $9.8 million South Pointe Infrastructure Bond issue and placed in
Work Order #2947.
Furthermore, the Community Development/Human Services staff will refer tenants to
other comparable rental units throughout the City in an effort to make the relocation
process as smooth as possible for those persons affected.
ADMINISTRATION RECOMMENDATION
The Administration recommendsthat the accompanying Resolution be adopted.
