Resolution 86-18490 RESOLUTION NO. 86-18490 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA APPROVING AND ADOPTING THE NORTH SHORE COMPREHENSIVE PLAN, PHASE I: A COMMERCIAL REVITALIZATION STRATEGY IN CONCEPT. Parki ,, City Manager -�� SUBJECT: PLANNING BOARD RECOMMENDATION: NORTH SHORE COMPREHENSIVE PLAN, PHASE I: A COMMERCIAL REVITALIZATION STRATEGY During last years YEAR 2000 meetings, North Shore residents requested that the City prepare a revitalization plan for the northern portion of the City. Residents suggested that North Shore is currently in a state of serious physical and economic decline. Merchants complained that the residential character of the surrounding neighborhood is changing, with a younger, poorer population replacing the elderly. Residents were also concerned with the decline in tourism and the lack of property maintenance by landlords. Additionally, North Shore merchants and property owners feel shortchanged by the City itself, which focused most of its planning and economic development activities in the area south of Dade Boulevard. As a result of this community input, the Planning Department received Community Development funding for the preparation of a comprehensive plan for the entire area north of 63rd Street. Due to the large size and diverse characteristics of the North Shore area, it was determined that the study should be divided into three phases. This methodology will allow improvements to occur at a more timely rate rather than waiting for the entire Normandy Isle- lan to be completed. The Phase I Commercial Revitalization Strategy analyzes and provides planning recommendations for the predominantly commercial corridors.of 71st Street, Normandy Drive and upper Collins. Avenue. Also included within the study are Ocean Terrace, North Shore Open Space Park, the Atlantic Way proposed park expansion area, North Shore Park, and Indian Creek. The balance of North Shore will be addressed by the Planning Department in FY 86/87. • In order to insure that the Plan was consistent with the aspirations of North Shore property owners, Planning Department staff met with a group of interested merchants, bankers, residents, and property owners in a series of Task Force meetings. Many Task Force recommendations were incorporated in the Commercial Revitalization Strategy. On April 17, 1986, a group of forty Task Force members unanimously voted to approve the plan in concept. Subsequently, the Planning Department presented the plan to the Community Development Advisory Committee who unanimously recommended that it be adopted. On May 27, 1986 the Planning Board held a public hearing, following the hearing the Board unanimously recommended that: 1. That the Plan be adopted in concept. 2. Recommended that the City Commission approve FY 86/87 Community Development Block Grant applications for North Shore, including the North Shore Revitalization Strategy ($48,000) and the North Shore Facade Renovation Program ($120,000); and, • 3. Recommended that the City Commission emphasize economic development in its 1986/87 Community Development Block Grant funding. Sic; AGENDA ITEM - - DATE — ( 2-1f • • • THE NORTH SHORE REVITALIZATION CONCEPT The overall concept for the North Shore Commercial Revitalization Strategy is the recognition that positive changes must begin to occur in North Shore now, rather than at some undefined date in the future. A strong public/private partnership must also be established. A. Proposed Business Assistance Objectives 1. Provide professional expertise in developing/expanding merchants association. 2. Expand Miami Beach Development Corporation activities to include North Shore. 3. Attract new, viable businesses. 4. Develop facade renovation program. 5. Prepare future funding requests for private development assistance. 6. Provide assistance to merchants in: - marketing - coordinated advertising/promotions - slogans, logos. B. Proposed Public Improvements Programs 1. North Shore/North Shore Open Space Park (NSOSP). - develop mixed use office/commercial air rights project on parking lot 9B (72nd to 73rd Street between Collins and Harding Avenues) - develop a small sports concession area in North Shore Park - develop alternative plans for NSOSP expansion area - park signage (including name change for North Shore Open Space Park) - lighting, walkway, furniture, landscaping - judicious pruning program for NSOSP - public property across from NSOSP should be paved forparking and in the long term leased or sold to private developers for mid rise developments. 2. Ocean Terrace - street & pedestrian lighting - paving & walkways - landscaping 3. Streets/Commercial Areas - metered parking identification signs - North Shore logo/identification signs - landscaping - improvements to paving, lighting and street furniture - new street signage C. Proposed zoning recommendations are: 1. Rezone the west side of Collins Avenue from 75th to 79th Streets to RM- 60 or Planned Unit Development; 2. Eliminate the C-1 zoning on west side of Collins Avenue south of Publix at 69th Street; 3. Reduce the size of the C-5 district north and south of 71st Street; 4. Rezone Ocean Terrace to permit outdoor cafes, restaurants, specialty shops and offices; 5. Reduce the RM-100 zoning south of 71st Street; 6. Create a mixed use, low-medium density office, waterfront entertainment district along Indian Creek. A public promenade extending from 63rd Street to 71st Street should be incorporated as part of each development. In order to encourage this public amenity, the. zoning should include incentives in terms of parking and permitting commercial uses, such as restaurants and offices; 7. Establish a parking impact fee; 8. Place North Shore under the purview of the Design Review Board. In addition it is recommended that the City Code be modified to require the removal of all rooftop signs, unless they are public service signs or structural elements in the overall design of buildings. S I f IMPLEMENTATION Realistic expectations and fiscal responsibility have resulted in a proposed public implementation cost $3.6 million and private investment of $2,550,000 for the entire Phase I area. The highest single public implementation cost is in the facade improvement program and North Shore Open Space Park. Streetscape improvements are relatively minor in nature, with sidewalk repair, limited landscaping, and street furniture comprising the majority of these activities. Major utility improvements and new streets and sidewalks have not been proposed for the commercial area because they are in good condition. The time schedule for implementation ranges from plan approval to final construction of Phase I projects in 1998.
