' • , RESOLUTION NO: 86-18504 RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DESIGNATING AN ENTERPRISE ZONE IN THE CITY OF MIAMI BEACH PURSUANT TO CHAPTER 290. F.S. STATING THE PURPOSE OF AN ENTERPRISE ZONE AND • AUTHORIZING THE METROPOLITAN DADE COUNTY COMMISSION TO APPLY TO THE STATE OF FLORIDA FOR STATE DESIGNATION OF AN ENTERPRISE ZONE AND SUPERCEDING AND RESCINDING RESOLUTION NO. 86-18459. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT, WHEREAS, the Miami Beach City Commission has adopted as a primary city- wide goal the economic development of this community; and WHEREAS, the designation of Enterprise Zones pursuant to Chapter 290 of the statutes of the State of Florida has provided invaluable assistance to municipalities and other local government entities in their efforts to achieve the economic development objectives of private sector reinvestment and jobs creation; and WHEREAS, there exists a defined geographic area within the corporate limits of the City of Miami Beach which contains a large number of commercial buildings which are deteriorated or deteriorating as well as a large number of substandard housing units which contribute to ill health and pose other potential dangers to their residents; and WHEREAS, this area has been targeted for major economic development activities, designated a community development target area, and a portion thereof designated by the. State of Florida as a Community Redevelopment Area pursuant to Chapter 163 of the statutes of the State of Florida; and WHEREAS, the City of Miami Beach desires to maximize the potential for private investment within the boundaries of the proposed Enterprise Zone; and WHEREAS, on June 4, 1986 the Miami Beach City Commission adopted Resolution No. 86-18459 approving the boundaries of a proposed Enterprise Zone and authorizing the City Administration and Metropolitan Dade County to make application to the Secretary of the Department of Community Affairs of the State of Florida for State designation of an Enterprise Zone on Miami Beach; and WHEREAS, the Miami Beach City Commission now desires to alter the boundaries of said Enterprise Zone; NOW, THEREFORE be it resolved by the City Commission of the City of Miami Beach, Florida that the City Commission does hereby rescind Resolution No. 86-18459 and further declares that all area within the boundaries of the illustration shown as Exhibit A and for which a legal description is shown as EXHIBIT B, attached to this resolution, is hereby designated as a locally approved Enterprise Zone pursuant to 290.0055(1), F.S.; and that the Miami Beach City Commission further requests that the Metropolitan Dade County Commission approve the Enterprise Zone as submitted by the City and make application to the Secretary of the Department of Community Affairs of the State of Florida pursuant to Sections 290.0065(3)(b), F.S. to certify this area as eligible for benefits contained in 290.007(1), F.S.; and further that the City Commission commits to enact and/or retain the programs of local participation outlined in Exhibit C, attached to this resolution, contingent upon State approval within the boundaries of the Enterprise Zone; and NOW, THEREFORE be it further resolved by the City Commission of the City of Miami Beach, Florida that this resolution shall supersede Resolution No. 86-18459 and shall take effect immediately upon passage. DESCRIPTION OF PROGRAMS OF LOCAL PARTICIPATION The City of Miami Beach has enacted and will retain a wide variety of economic development programs in its recently designated Enterprise Zone. In addition to being a designated Community Development target area, this area is also certified as being eligible to receive funding under the Urban Development Action Grant Program. The Metropolitan Dade County Industrial Development Authority is authorized to issue Industrial Revenue bonds in this area. Tax Increment Financing is also being used to fund future project in the South Pointe Redevelopment Area located south of Sixth Street. The Greater Miami Chamber of Commerce and the Miami Beach Chamber of Commerce jointly sponsor the Rediscover Miami Beach Committee, an overall economic development effort encompassing the areas of rehabilitation, quality of life and improvement of public relations in this and in all other areas of the city. The development arm of this group is the highly successful Miami Beach Development Corporation, a Certified Development Corporation, as defined in Chapter 290 of the Florida Statues. It operates primarily in the Enterprise Zone and the area immediately to the north. The Miami Beach Redevelopment Agency administers the redevelopment trust fund in the South Pointe Redevelopment Area, a certified community redevelopment area as defined in Chapter 163 of the Florida Statutes. The Miami Beach Enterprise Zone incorporates the entire South Pointe Redevelopment Area. The City of Miami Beach has funded the South Shore Redevelopment Plan to achieve the objectives of the redevelopment strategy in South Pointe. The tasks proposed in this plan are currently being implemented through funding received from the issuance of General Obligation Bonds in the amount of $9.8 million for the improvement of infrastructure in South Pointe. Another major redevelopment effort of the City has been the rehabilitation of the historically and architecturally significant Ocean Drive area, a part of the Miami Beach National Register Historic District. The City funded the award-winning Ocean Drive plan and is presently implementing its redevelopment recommendations including renovation of Lummus Park and a proposed $2.0 million special assessment issue for street, sidewalk and additional park improvements. The total rehabilitation costs to the city will exceed $5 million in this area alone. With these improvements in the Miami Beach Enterprise Zone will come the need for major improvements in parking facilities. The City's Metered Parking Division administers the Parking Revenue Bond fund which is used to acquire additional properties for expansion of parking facilities.
