A RESOLUTION AMENDING RESOLUTION NO. 86-18486
APPROVING AN APPLICATION FOR, AND AUTHORIZING
FILING OF, A FINAL STATEMENT OF OBJECTIVES AND
PROJECTED USE OF FUNDS FOR YEAR TWELVE UNDER
THE COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM AUTHORIZED BY THE 1981 AMENDMENTS TO
THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF
1974, AS AMENDED, AND THE 1983 URBAN-RURAL
RECOVERY ACT.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA:
WHEREAS, a public hearing was held by the City of Miami Beach Community
Development Advisory Committee on March 4, 1986, to obtain views and proposals of
citizens at the initial stage of the development of the Proposed Statement of
Objectives and Projected Use of Funds; and
WHEREAS, the Miami Beach City Commission on June 18, 1986, held and
conducted a public hearing to obtain views of citizens relative to the Proposed
Statement of Objectives and Projected Use of Funds, as well as the Annual Housing
Plan, and finalized the Budget at the City Commission meeting of July 9, 1986, to be
submitted to the U.S. Department of Housing and Urban Development by the City of
Miami Beach for the Year Twelve funds under the 1981 and 1983 amendments to the
Housing and Community Development Act of 1974, as amended; and
WHEREAS, the Year Twelve Statement of Objectives and Projected Use of
Funds includes the use of $154,634 in reprogrammed prior year funds; and
WHEREAS, on July 2, 1986 the President signed into law the Urgent
Supplemental Appropriations Bill, which releases the $500 million in CDBG funds held
by an Administration deferral since February of this year; and
WHEREAS, the Administration was authorized to make changes, which do not
significantly alter the approved program budgets, or the intent of the program; and
WHEREAS, the City on July 14, 1986 received notification of the additional
funds released by the deferral, for a total Entitlement allocation of $1,913,000 based
on a 14.5% reduction, in lieu of the $1,925,679 that the City had anticipated; and
WHEREAS, the net difference is $12,679.00, it is recommended that this amount
be reduced from the Contingency line item; thus not affecting any approved projects
and/or activities; and
WHEREAS, if any further changes which are not significant, are identified by
HUD on the City's final entitlement allocation, such will be added or reduced from the
Contingency line item.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that said City Commission hereby approves
the filing of the Year Twelve Final Statement of Objectives and Projected Use of
funds which includes the required plan to mitigate adverse effects of CDBG caused
displacement and applicable relocation policies, as well as the Annual Housing Plan,
with the United States Department of Housing and Urban Development for Community
Development Block Grant funds under the 1983 amendments to the Housing and
Community Development Act of 1974, and further authorizes the City Manager to
execute and file said application in a timely manner to comply with applicable
regulations for and on behalf of the City of Miami Beach, Florida.
