Resolution 86-18526 � � x RESOLUTION NO. 86-185_26 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE EXECUTION OF A FIVE-YEAR NON-PROPRIETARY LEASE AGREEMENT WITH LUTHERAN MINISTRIES OF FLORIDA, A NON-PROFIT CORPORATION, FOR VARIOUS PARCELS NECESSARY FOR THE IMPLEMENTATION OF THE SOUTH BEACH FAMILY CENTER. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA: WHEREAS, On January 14, 1986, under the auspices of the United Way, a Miami Beach task force was established for the purpose of identifying critical needs existing in South Beach and developing proposals to ameliorate those needs. This sub- committee is known as the Community Leaders - Miami Beach Colloquium, and the membership is comprised of community leaders, directors of social service agencies, as well as representatives from various departments within the City of Miami Beach; and WHEREAS, The primary proposal that resulted from this Colloquium, is the development of the South Beach Family Center. Under this proposal, various agencies will join together to formulate a concentration of services in one physical area. The United Way has selected Lutheran Ministries of Florida as the lead agency; i.e., the recipient for this proposal; and WHEREAS, A concept was developed that will eventually encompass: job development, job placement and referral services, a child day-care center, a senior "drop-in" center, a gardening plot program for senior citizens, and parent resource services; and WHEREAS, After various meetings with all principal parties, a site was selected in the South Beach area that is considered to be the most viable for this project, which would involve the use of certain City facilities; and WHEREAS, The United Way has committed $185,000 for the South Beach Family Center components. In addition, the agencies bring with them approximately $500,000 worth of services to the residents of Miami Beach; and WHEREAS, The critical need, at this time, is to locate Lutheran Ministries of Florida, Inc. on the site, because their lease agreement at their current location has expired, and they are on a month-to-month basis. Therefore, the attached lease agreement is for a portion of the parcels only. At a later date, we will be requesting that this lease agreement be amended to include all components of the South Beach Family Center; and WHEREAS, The City Commission deems it to be in the best interests of the City to enter into this public-private partnership, which will result in the development of this unique South Beach Family Center, designed to serve the needs of our community. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Clerk are hereby authorized and directed to execute the attached five-year non-proprietary lease agreement with Lutheran Ministries of Florida, in the amount of one-dollar ($1.00) per year, and which contains a ninety (90) day cancellation clause. Because of the number of agencies involved in this proposal, Lutheran Ministries of Florida, Inc., the lead agency, will enter into sub-lease agreements with the other user agencies for the remaining facilities necessary for the overall project.
