SUBJECT: Construction Wages Report On January 15, 2020, the City approved Ordinance No. 2020-4327 that established Section 31- 32 of the City Code, with an effective date of January 25, 2020. Section 31-32 requires contractors to include certified payroll records with each payment application submitted to the City for all construction contracts in excess of $1,500,000.00 awarded after the effective date. The purpose of Section 31-32 is to provide the Administration and City Commission with the data necessary to make wage determinations with regard to construction contracts. Section 31-32 stipulates that the requirements for contractors to submit certified payroll records shall be reviewed annually by the Finance and Economic Resiliency Committee (FERC). However, since the effective date of the Ordinance, the City has only awarded, or is in the process of awarding, the projects listed on the table below that would trigger the reporting requirements. It is important to note that construction has not started on any of these projects and, therefore, contractors have not yet submitted any payroll records. Therefore, a referral to FERC for a review of the Ordinance will deferred to its next anniversary on January 2022 to allow sufficient time for construction activities on the referenced projects (or others subsequently awarded) and the City to collect construction wage data.
