99-23213 RESO RESOLUTION NO. 99-23213 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY APPROVING AND AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO SUBMIT A GRANT APPLICATION TO THE VISITORS AND CONVENTION AUTHORITY AND THEN TO THE MIAMI BEACH CULTURAL ARTS COUNCIL FOR FUNDING CONSIDERATION UNDER THE 1999-2000 GRANT PROGRAM, FOR SUPPORT OF THE PARKS & RECREATION DEPARTMENT'S 2000 FESTIVAL OF THE ARTS, IN THE AMOUNT OF SI0,000; ACCEPTING THE GRANT, IF AWARDED; AND APPROPRIATING THE AWARDED FUNDS IN COMPLIANCE WITH THE TERMS OF THE GRANT. WHEREAS, the City's Parks and Recreation Department will be presenting the Annual Festival of the Arts in North Shore Open Space Park on February 5&6, 2000 (the Festival); and WHEREAS, the Miami Beach Visitors and Convention Authority may have funds available for community activities such as the Festival; and WHEREAS, if there are no funds available under programs funded by the Visitors and Convention Authority, the Administration shall submit the application for funding to the Miami Beach Cultural Arts Council, which has grant funds available under its .1999-2000 Grant Program; and WHEREAS, the Festival does meet the objectives of the Miami Beach Cultural Arts Council's grant program; and WHEREAS, the estimated budget for the Festival is $90,000, and the requested $10,000 grant would help off-set expenses which must be incurred to produce this event; and WHEREAS, the Festival will have a positive impact on our residents and tourists by providing a community recreational and cultural activity, and economic benefit by patronizing the local hotels and restaurants. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager, or his designee, is hereby retroactively authorized to submit a grant application to the Miami Beach Visitors and Convention Authority, and then to the Miami Beach Cultural Arts Council, for funding consideration, in the amount of$1 0,000, under its 1999- 2000 Grant Program for support of the Parks and Recreation Department's 2000 Festival of the Arts; accepting the grant if awarded; and appropriating the awarded funds in compliance with the terms of the grant. BACKGROUND The Festival of the Arts is an important ongoing event which has evolved from a local street show to one of the largest and most prestigious shows on the East Coast. Previously held on the stretch of Miami Beach known as the "Fabulous Fifties", on Collins Avenue, the Festival now has a new home - the 30-acre North Shore Open Space Park. The 2000 Festival of the Arts will be held on February 5-6, 2000. It is anticipated that the Festival will attract over 150 artists and over 35,000 attendees. ANALYSIS The Festival of the Arts was originally administered entirely by funds generated from area sponsors, artists and vendor fees. Following the relocation of this event to North Beach in 1995, additional funding for advertising and promotions as well as a search for new area sponsors became necessary. The event is still primarily funded by artist and vendor fees, sponsors and donations, as available. The 1999-2000 Miami Beach Cultural Arts Council funding ensures the advertising and promotions for attendance at the 2000 Festival of the Arts.
