Resolution 2021-31609 RESOLUTION NO. 2021-31609 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, URGING GOVERNOR DESANTIS TO INCREASE COVID-19 VACCINE ALLOCATIONS TO MIAMI-DADE COUNTY IN ORDER FOR THE CITY OF MIAMI BEACH AND OTHER MUNICIPALITIES WITHIN MIAMI-DADE COUNTY TO BE ABLE TO MEET THE ITS DEMAND FOR VACCINES AMONG THE ELDERLY. WHEREAS, the United States government, through Operation Warp Speed, has allocated the initial doses of COVID-19 vaccines to states, including Florida; and WHEREAS, states have discretion to determine their own vaccine distribution plans, including the priority of vaccine recipients; and WHEREAS, on December 23, 2020, Governor Ron DeSantis issued Executive Order 20-315 (the "Executive Order"), establishing a priority list of population groups eligible to receive the COVID-19 vaccine during Phase One of Florida's COVID-19 vaccination distribution plan (the "Vaccine Distribution Plan"), consisting of: long-term care facility residents and staff, persons 65 years of age and older, and health care personnel with direct patient contact; and WHEREAS, people over 65 years old account for over 10% of Miami-Dade County population, representing nearly half a million people; and WHEREAS, in City of Miami Beach, residents 65 and older account for approximately 13-16% of the entire population; and WHEREAS, as a popular tourist destination, Miami Beach remains the epicenter of the pandemic with the increased number of daily visitors and a more virulent strain of COVID-19 that has been spreading in our community; and WHEREAS, however, we lack adequate supply of vaccines to vaccinate our most vulnerable populations in an urgent manner; and WHEREAS, Miami-Dade County remains the county with the highest number of positive COVID-19 cases and deaths, accounting for approximately 20% of the overall numbers in the state, yet the County has only received 11% of the allotted vaccines; and WHEREAS, we must urgently increase the volume and speed of vaccination in Miami-Dade to meet the enormous demand in the state's most populous county. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City Commission hereby urge Governor DeSantis to increase weekly COVID-19 vaccine allocations to Miami-Dade County in order for the City of Miami Beach and other municipalities within Miami-Dade County to be able to meet the its demand for vaccines among the elderly.
