Resolution 87-18731 • • • RESOLUTION NO. 87-18731 A RESOLUTION OF THE CITY COMM I SS i uN ui•' THE CITY OF MIAMI BEACH, AMENDING THE 1'Y 1!111b/111 GENERAL FUND BUDGET PROVIDING FOR INCREASED APPROPRIA- TION FOR FUNDING: 1 ) RESTOIYATION OF WEDNESDAY DANCES; 2) STREET AND STREETLIGHT PROJECTS; 3) PURCHASE OF LAND PARCELS NOS. 2, 4, 9H & 91; AND, 4) SETTLEMENT OF LABOR CONTRACTS WITH THE FRATERNAL ORDER OF POLICE AND THE INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS WITH CORRESPONDING INCREASES IN FUNDING FROM THE RESERVED AND UNRESERVED GENERAL FUND BALANCE AND OTHER MISCELLANEOUS SOURCES. WHEREAS, on September 17, 1986, the City Commission of the City of Miami Beach adopted the General Fund Budget for FY 1986/87; and, WHEREAS, the City Commission was desireous of restoring Wednesday night dances with funding in the amount of $11,808 donat- ed from the Community Concert Trust Fund; and WHEREAS, the City Commission is desireous of continuing major maintenance and upgrading of the City ' s streets and streetlight, in the amount of $183 , 000 to be reappropriated from the Reserved General Fund Balance; and WHEREAS, on December 17 , 1986, the City Commission adopted Resolution No. 86-18711 A, providing for the purchase of land parcels Nos. 2, 4, 9H & 91 in an amount not to exceed $200, 000 with funding provided from the Reserved General Fund Balance; and WHEREAS, the City Commission has entered into collective bargaining agreements with the Fraternal Order of Police and the International Association of Fire Fighters providing for certain wage and benefit increases in an amount estimated at $1 ,133, 251 for FY 1986/87, with funding to be provided from the Unreserved General Fund Balance; and WHEREAS, the City Commission of the City of Miami Beach is desireous of providing funding for the aforementioned. Parkins City Manager SUBJECT: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING THE FY 1986/1987 GENERAL FUND OPERATING BUDGET PROVIDING FOR INCREASED APPROPRIATIONS FOR FUNDING: (1 ) THE RESTORATION OF THE WEDNESDAY DANCES; ( 2) STREET AND STREETLIGHT PROJECTS; ( 3) PURCHASE OF LAND PARCELS NOS. 2,4, 9H, AND 9I; AND, (4) SETTLEMENT OF LABOR CONTRACTS WITH THE FRATERNAL ORDER OF POLICE AND THE INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS WITH CORRESPONDING INCREASES IN FUNDING FROM THE RESERVED AND UNRESERVED GENERAL FUND BALANCES AND OTHER MISCELLANEOUS SOURCES. When the City Commission adopted the General Operating Budget in September of last year , the union contractual agreements were still in the process of negotiation. Since its adoption, however , two of the bargaining units have agreed to a settlement : the Fraternal Order of Police and International Association of Fire Fighters. It is, therefore, necessary to amend the adopted budget to provide adequate funding as specified in these contracts. In addition, an amendment is required to increase the operating budget as a result of the costs for purchasing meters for various municipal parking lots from Local Option Gas Tax proceeds; the purchase of four parcels of land, reserving fund balance for this purchase; and modifying the Parks and Recreation budget to reflect contributed fund from the Community Concert Trust Fund to reinstitute the Wednesday dance sessions . In summary, the First Amendment to the General Operating Budget will be increase by $1, 528 , 059 . Miscellaneous and Non-Revenues will be increased $11, 808 and $1, 516, 251 respectively. Expenditures will be increased in a corresponding amount, with adequate funding to cover the negotiated increases for Police and Fire. The amended total for the General Operating Budget for the current fiscal year will be $65 , 364 , 592 .
