RESOLUTION No. 87- 18750
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER TO OPEN A NEW TRUST ACCOUNT IN THE
CITY'S GENERAL TRUST FUND FOR THE PURPOSE OF
PROVIDING A MEANS TO PROCESS FINANCIAL
TRANSACTIONS RELATED TO SPECIAL DONATIONS TO
THE BASS MUSEUM OF ART
WHEREAS, the Bass Museum of Art receives donations in varying
amounts each fiscal year ; and
WHEREAS, in previous years, the City used a series of
accounts in a special revenue account assigned to the Bass for
this purpose; and
WHEREAS, in order to expedite the processing of these
payments and avoid any undue delays, the Administration recommends
that a special trust account be established to process special
donations to the Bass; and
WHEREAS, initial funding for this account will be derived
from the fund balance in Fund 145 of $33, 095 as computed by the
City ' s outside auditors plus all additions since October 1 , 1986
which amounts to $2, 090;
WHEREAS, all expenditures must receive prior authorization
from the Office of Management and Budget to ensure compliance with
a proposed operating budget;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager be
authorized and directed to open a trust account in the City' s
General Trust Fund for the Bass Museum and appropriate $35, 185
thereto; and
BE IT ALSO DULY RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, that all expenditures receive prior
authorization from the Office of Management and Budget and must be
in accordance with the predescribed operating budget for special
donations .

MIAMI BEACH, FLORIDA, DIRECTING THE CITY MANAGER TO
OPEN A NEW TRUST ACCOUNT IN THE CITY'S GENERAL TRUST
FUND FOR THE PURPOSE OF PROVIDING A MEANS TO PROCESS
FINANCIAL TRANSACTIONS RELATED TO SPECIAL DONATIONS TO
THE BASS MUSEUM OF ART
In previous years, a special revenue account was established for
the Bass Museum. This account was used to account for all
donations and related expenses from outside contributors . The
reserves of those contributions currently exist in Fund 145 .
In order to alleviate any delays in processing transactions from
the Bass, the Administration recommends the establishment of a
trust account in the City ' s General Trust Fund. This account will
be used to receive and distribute all donations . Initial funding
for the account will be derived from the existing September 30,
1986 fund balance as determined by the City ' s auditors in addition
to all additions since that point in time.
The amount to be appropriated to the trust account is $35, 185 .
All expenditures off this account must have prior approval from
the Office of Management and Budget and must be in accordance with
the corresponding operating budget .
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission adopt the
attached resolution authorizing the City Manager to open a trust
account in the City ' s General Trust Fund and appropriating $35, 185
thereto for special donations to the Bass Museum of Art .
