A 'RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, CREATING A LOCALLY DESIGNATED ENTERPRISE ZONE IN THE
CITY OF MIAMI BEACH WHICH MEETS THE REQUIREMENTS OF THE U.S.
DEPARTMENT OF HUD PURSUANT TO THE REGULATIONS 24 CFR 570.901
(b) (2) (i) (A), AND THE REQUIREMENTS OF THE STATE OF FLORIDA
PURSUANT TO CHAPTER 163.340 (7) and (8) AND STATING THE PURPOSE OF
SUCH LOCALLY DESIGNATED ZONE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA,
THAT
WHEREAS, the Miami Beach City Commission had adopted as a primary city-
wide goal, the economic development and revitalization of this community; and
WHEREAS, private investment and other activities designed to alleviate slum
and blighted conditions are essential to achieving the economic development objectives of
this City of Miami Beach; and
WHEREAS, the creation of a locally designated Enterprise Zone can provide
certain benefits and incentives for investment/improvements/rehabilitation, etc., in areas
of historical or architectural significance; and
WHEREAS, there exists a defined geographic area within the corporate limits of
the City of Miami Beach which contains a large number of commercial and residential
buildings which are deteriorated or deteriorating and which exhibit the characteristics
defined in Chapter 163.340 (7) and (8) of the Florida Statutes; but which also contains many
buildings of historical or architectural significance both locally and nationally; and
WHEREAS, this entire area was designated by the State of Florida as a State
designated Enterprise Zone pursuant to Chapter 290 of the Florida Statutes in 1981; and
WHEREAS, the 1981 State designated Miami Beach Enterprise Zone and all
benefits associated with it, ceased to exist after December 31, 1986; and
WHEREAS, the conditions of distress in this defined area have continued to exist
after December 31, 1986 and are expected to continue;
WHEREAS, this area also meets the requirements under 24 CFR 570.901 (b) (2)
(i) (A) as a slum and blighted area; therefore, various CDBG activities may be undertaken in
this area under the Statutory National Objective of "The Prevention or Elimination of Slums
or Blight".

NOW, THEREFORE, be it resolved by the City Commission of the City of Miami
Beach, Florida that the City Commission does hereby declare that all that area within the
boundary of the illustration shown as Exhibit A and for which a legal description is shown as
Exhibit B, attached to this Resolution, is hereby designated as a locally approved Enterprise
Zone and an area that meets the requirements of the U.S. Department of HUD pursuant to
24 CFR 570.901 (b) (2) (i) (A), and/or Florida Statutes Chapter 163.340 (7) and (8), and does
hereby certify that this area is eligible for benefits under any Economic or Community
Development program which requires such local designation or delineation of an area
exhibiting the characteristics described therein; and
NOW, THEREFORE, be it further resolved by the City Commission of the City
of Miami Beach, Florida, that this Resolution shall take effect immediately upon passage.

Begin at point of intersection of the north right-of-way
line of Jade Blvd. and the east bank of Biscayne Bay . Thence ,
proceed northeasterly along the north right-of-way line to
the point of intersection with the north right-of-way line
of 23rd St . ; thence proceed southeasterly on the north
right-of-way line of 23rd St . to a point of intersection
with the west bank of the, Atlantic Ocean; thence proceed
southwesterly along the west bank of the Atlantic Ocean to
