LTC# 125-2021 LETTER TO COMMISSION TO: Mayor Dan Gelber and Members of the City Commission FROM: Raul Aguila, Interim City Manager DATE: March 23, 2021 SUBJECT: Mayor’s 41st Street Blue Ribbon Committee Motions The purpose of this Letter to the Commission (" LTC") is to provide an update regarding approved motions made during the January 28, 2021 and February 25, 2021 meetings of the Mayor's 41st Street Blue Ribbon Committee. Background: The Mayor’s 41st Street Blue Ribbon Committee recently requested that the Administration utilize Quality of Life funds to support 41st Street restaurants in participating in the Restaurant Recovery Outdoor Seating Pilot Program. The Administration has taken steps to facilitate the Program for an initial 90-day period per participating restaurant. The Committee has also discussed the potential for a Business Improvement District (BID) to be formed, particularly after the 41st Street Committee has sunset. January 28, 2021 meeting Members present: Seth Gadinsky (Chair), Robin Jacobs (Vice Chair), Betty Behar, Michael Burnstine, Yechiel Ciment, Bonnie Crabtree and Eric Hankin. • Motion 1: That the 41st Street Committee continue the outdoor seating pilot program for restaurants on 41st Street in perpetuity; so long as the restaurant operators will work out the financial considerations after the 90-day period has expired. Motion made by: Yechiel Ciment Motion seconded by: Robin Jacobs Motion Passed: 8-0 February 25, 2021 meeting Members present: Seth Gadinsky (Chair), Robin Jacobs (Vice Chair), Betty Behar, Michael Burnstine, Yechiel Ciment, Bonnie Crabtree, Eric Hankin, Marcella Novella and Jeremy Wachtel. • Motion 1: That there be an informational session on the positive and negative ramifications of a Business Improvement District (BID) at the suggestion of the 41st Street committee for all those who are interested. Motion made by: Yechiel Ciment Motion seconded by: Bonnie Crabtree Motion passed: 9 – 0 • Motion 2: That the 41st Street Committee continue to financially cover the outdoor restaurant expansion of Tasty Beach Café for an additional month, with the caveat that if other DocuSign Envelope ID: FCC2DD52-8F89-4D9F-87CB-DD2C7102199D restaurants participate in the program Tasty Beach Café will be charged for whatever fees they otherwise would have paid for. Motion made by: Yechiel Ciment Motion seconded by: Betty Behar Motion passed: 9 – 0 • Motion 3: That the City continue the pilot program of the outdoor seating in perpetuity with the agreement that any and all outdoor seating structures be in compliance with a set of uniform regulations established by the city.
