SUBJECT: Citywide and ADCD Policing Plan February 3, 2021 - March 28, 2021
The purpose of this Letter to Commission (L TC) is to update the Mayor and City
Commission and to provide a summary update on the efforts of the Miami Beach Police
Department's Citywide and ADCD Policing Plan entering the 2021 Spring Break period.
Due to several special events, the Department amplified its staffing on February 3, 2021.
Beginning February 15, 2021, the Department transitioned to the Spring Break staffing
deployment, temporarily consolidating yet even more resources to address the expected
increase in demand for service. Enforcement efforts have resulted in the following:
There have been one thousand one hundred and eighty-two (1,182) arrests made
between February 3- March 28, 2021.
• Four hundred and fifty-nine (459) were felony arrests.
• Four hundred and ninety (490) were misdemeanor arrests.
• Two hundred and thirty-three (233) were Municipal Ordinance Violations.
Below is a detailed breakdown of the violations associated with these arrests:
• One hundred and sixteen (116) firearms have been seized.
• Three hundred and seventeen (317) of those arrested involved public
consumption of drugs.
• One hundred and forty-four (144) of those arrested involved public consumption of
alcohol.
• Twenty-five (25) drivers were arrested for reckless driving.
• Two hundred and seven (207) of those arrested involved obstruction and resisting
arrest.
• There were twenty-one (21) incidents involving boating violations.
• Four hundred and forty-eight (448) of all arrests occurred on Collins
Avenue, this represents 38 percent of all arrests in the ADCD.
• There have been nine thousand-seven hundred and four (9,704) Traffic Citations
issued between February 3- March 28, 2021.
• There were one thousand and fifty-nine (1,059) UTCs issued through LPR
enforcement.
The following is a breakdown of the residency status of the one thousand one hundred
and eighty-two ( 1,182) arrested.
• Six hundred and eight (608) of those arrested live outside of Florida, this accounts
for 51 percent of the total arrests.
• One hundred and twenty (120) of those arrested reside in Miami Beach.
• Four hundred and sixty-four (464) of those arrested reside in Miami-Dade County.
• One hundred and ten (110) reside outside of Miami-Dade but in the State of Florida.
• One hundred and seventy-seven (177) self-identified as homeless from Miami.
The following is breakdown of the location of the arrest(s) as it pertains to the area
configuration of the City.
• Six hundred and ninety-six (696) of the one thousand one hundred and eighty-two
(1,182) city-wide arrests were made in the Art Deco Cultural District (ADCD). This
is 59 percent of the total arrests made citywide.
• Four hundred and thirty-eight (438) of those arrested in the ADCD reside outside
the State Florida. This accounts for 63 percent of the total arrests.
• One hundred and ninety (190) of those arrested in the ADCD reside in Miami-
Dade County.
• Of the one hundred and ninety (190) Miami-Dade resident arrests made in the
ADCD, thirty-six (34) were from Miami Beach.
• Of the one hundred and ninety (190) Miami-Dade resident arrests made in the
ADCD, seventy-six (76) self-identified as being homeless from Miami.
• Sixty-eight (68) of those arrested in the ADCD reside outside of Miami-Dade in the
State of Florida.
• Of the six hundred and ninety-six (696) ADCD arrests, two hundred and fifty-eight
(258) were felony arrests. There were two hundred and forty-four (244)
misdemeanor arrests. There were one hundred and ninety-four (194} Municipal
Ordinance Violations.
• Two hundred and seventy-three (273) of the six hundred and ninety-six (696)
arrests made in the ADCD occurred on Collins Avenue (43 percent).
