RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY
MANAGER, OR HIS DESIGNEE TO APPLY FOR AND ACCEPT FUNDING
(INCLUDING MATCHING FUNDS AND ANY RELATED CITY EXPENSES)
AND EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS IN
CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS AND
AGREEMENTS: 1) U.S. DEPARTMENT OF HOMELAND SECURITY,
FEDERAL EMERGENCY MANAGEMENT AGENCY, ASSISTANCE TO
FIREFIGHTERS GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF
$890,000; 2) FLORIDA DEPARTMENT OF TRANSPORTATION, 2021
TRANSPORTATION ALTERNATIVES PROGRAM, IN THE APPROXIMATE
AMOUNT OF $710,000; 3) FLORIDA DEPARTMENT OF
TRANSPORTATION, MOTORCYCLE SAFETY CAMPAIGN, IN THE
APPROXIMATE AMOUNT OF $75,000; 4) FLORIDA DEPARTMENT OF
TRANSPORTATION, IMPAIRED DRIVING INITIATIVE, IN THE

PROGRAM, IN THE APPROXIMATE AMOUNT OF $78,000.
WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for funding for funds, in the
amount of approximately $890,000 from the U.S. Department of Homeland Security, Federal
Emergency Management Agency (FEMA), Assistance to Firefighters Grant Program, the details
of which are as follows:
• Funding is being requested to provide respiratory, communication and location equipment
for the Fire Department. This request includes replacing the existing stock of 100 SCBA
devices, air cylinders and accessories. MBFD's current stock of SCBA devices were
purchased in 2011,the replacements are necessary to maintain voluntary compliance with
NFPA guidelines. Failure to replace our current stock increases the chances of
deterioration and product operating inefficiencies.
• This request also enables firefighters to better communicate with each other on scene and
outside of the actual incident.This allows for critical, real-time responder information which
provides Command staff with enhanced situational intelligence to guide critical decision
making, increasing overall firefighter safety.
• This grant requires a 10% match. Matching funds in the amount of$89,000 are available
from account 011-1240-000674-19-410-599-00-00-00; and
WHEREAS, the City Administration requests approval to apply for funding in the
approximate amount of $710,000 from the Florida Department of Transportation, 2021
Transportation Alternatives Program, the details of which are as follows:
• Funding is being requested for construction the Meridian Avenue Shared-Use Path which
is a ten-foot shared-use path on the west side of Meridian Avenue from Dade Boulevard
to 28th Street adjacent to the Miami Beach Golf Course.
• The path will connect a new bicycle boulevard and protected bike lanes on Meridian
Avenue from 5th Street to Dade Boulevard to existing green bicycle lanes on Prairie
Avenue and a future shared-use path along 28th Street, thus completing an important link
in the north-south bicycle/pedestrian network. The construction of the path will include
lighting and landscaping to enhance the safety and experience of users and to protect
users from any errant balls from the golf course.
• Total project cost is approximately $843,132 and requires a match. Matching funds of
$142,027 will be provided through budget codes: 187-0820-069358-26-410-000-00-00-
00-27910 and 187-0820-069357-26-410-530-00-00-00-27910; and
WHEREAS, the City Administration requests approval to apply for funds, in approximate
amount of$75,000 from the Florida Department of Transportation, State Safety Office, Highway
Safety Fiscal Year 2022 Subgrant Program, Motorcycle Safety Campaign, the details of which
are as follows:
• The Administration is requesting funds from Florida Department of Transportation's State
Safety Office for the Motorcycle Safety Campaign. Funding will be used to conduct High
Visibility Enforcement-style details specifically targeting motorcycle and motor scooter
violations. Officers will conduct operations in areas which are most vulnerable for
motorcycle and motor scooter crashes, based on updated crash report data.
• During the operations, officers will be on the lookout for motorcyclists and motor scooter
operators who commit traffic violations which can be deemed unsafe in nature, to include,
but not limited to: passing within occupied lanes, motorcycles and motor scooters traveling
in the bicycle lane, helmet/eye protection violations and equipment violations. Officers will
conduct operations in areas that are most vulnerable for motorcycle and motor scooter
crashes, based on updated crash report data. Additionally, Officers will speak to and
educate 100% of the motorcycles and motor scooter operators who are stopped as to
proper helmet use, safety equipment/clothing and proper conspicuity.
• The Miami Beach Police Department (MBPD) is requesting $75,000 to conduct High
Visibility Details focusing on outreach, education, and enforcement. The funding will cover
the Police Department overtime salary and benefit costs associated with the details.
• No matching funds are required; and
WHEREAS, the City Administration requests approval to apply for funds, in the
approximate amount of $75,000 from the Florida Department of Transportation, State Safety
Office, Highway Safety Fiscal Year 2022 Subgrant Program, Impaired Driving Initiative,the details
of which are as follows:
• The Administration is requesting funds from Florida Department of Transportation's State
Safety Office for the Impaired Driving Initiative Grant. The Miami Beach Police Department
(MBPD) is requesting funds for its Overtime DUI Enforcement Program to conduct details
focusing on outreach, education, and enforcement.
• The Miami Beach Police Department continues to focus attention on increasing the
number of DUI arrests. DUI arrests have seen a steady increase over the past three years.
This can be attributed to many reasons, including more MBPD resources being allocated
to enforcement efforts. With the proposed funding, MBPD will be able to conduct at least
5 Saturation Patrols and 2 Checkpoints, this bolstered effort will allow us to have an even
greater effect on the issue of impaired driving in Miami Beach.
• The grant request, in the amount of$75,000,will cover the overtime(salaries and benefits)
costs associated with the details.
• No matching funds are required; and
WHEREAS, the City Administration requests approval to apply for funds, in the
approximate amount of $75,000 from the Florida Department of Transportation, State Safety
Office, Highway Safety Fiscal Year 2022 Subgrant Program, Speed/Aggressive Driving Initiative.
The details of which are as follows:
• The Administration is requesting funds from Florida Department of Transportation' s State
Safety Office Speeding/Aggressive Driving Grant Program. The proposed program aims
to reduce traffic fatalities and injuries by implementing enforcement campaigns targeting
speed and aggressive driving infractions.
• The primary focus for operations will be to identify the violators of speed and aggressive
driving laws. The Miami Beach Police Department (MBPD) is requesting funds in the
amount of $75,000. Funding will be used to conduct details focusing on outreach,
education, and enforcement. The funding will cover the overtime (salaries and benefits)
costs associated with the details. The goal is to reduce traffic fatalities and injuries by
implementing enforcement campaigns targeting speed and aggressive driving infractions.
Miami Beach Police Department-will utilize resources to conduct high-visibility, zero-
tolerance enforcement operations at locations identified as "High Risk Areas" which have
a high frequency of traffic crashes and/or fatalities to supplement existing traffic
operations. The primary focus for operations will be to identify the violators of speed and

• No matching funds are required; and
WHEREAS, the City Administration requests approval to apply for funds, in the
approximate amount of $75,000 from the Florida Department of Transportation, State Safety
Office, Highway Safety FY 2022 Subgrant Program, Occupant Protection and Child Passenger
Safety Initiative. The details of which are as follows:
• The Administration is requesting funds from Florida Department of Transportation's State
Safety Office for the Occupant Protection and Child Passenger Safety initiative. Ensuring
that passengers wear a safety belt is the single most effective way to save lives and reduce
serious injuries in crashes.
• The Miami Beach Police Department will conduct high-visibility, zero-tolerance occupant
protection enforcement operations at locations identified as having a high frequency of
traffic crashes that had unrestrained occupants throughout the City. Additionally, MBPD
will provide occupant protection information and education to the public through the use
of social media and/or press releases during the project period.
• The Miami Beach Police Department (MBPD) is requesting $75,000 to conduct monthly
details focusing on outreach, education, and enforcement. The funding will cover the
overtime (salaries and benefits) costs associated with the details.
• No matching funds are required; and
WHEREAS, the City Administration requests approval to apply for funds from the Florida Inland
Navigation District, FY 2021 Waterways Assistance Program in the approximate amount of
$78,000 for Phase 1 (Design and Permitting) of the Miami Beach Mooring Field. The details of
which are as follows:
• Florida Inland Navigation District(FIND) provides funding assistance to local governments
within its district to perform waterways improvement projects. Florida inland Navigation
District is a special State Taxing District for the continued management and maintenance
of the Atlantic Intracoastal Waterway(ICW). FIND was created by the Florida Legislature
in 1927 to be the State local sponsor for the Atlantic Intracoastal Waterway. The
Navigation District consists of twelve counties along the east coast of Florida. The City is
applying for funding for Phase 1 (Design and Permitting)the Miami Beach Mooring Field.
• Miami Beach is a popular destination for boaters and there is a high demand for local
anchorage close to South Beach. There is currently no mooring field in the City. In FY
2019/20, the City conducted a preliminary analysis and public outreach to establish a
framework for implementation of a mooring field. During this process, the community
expressed interest in having the mooring field in South Beach. The proposed project will
be located north of 5th Street and will include 100 mooring buoys. The mooring field will
utilize the upland amenities associated with the Miami Beach Marina (300 Alton Road).
Patrons of the mooring field will have access to fresh water, electricity, laundry,
bathrooms, fuel, telephone, cable hook-ups, and parking.
• The City is requesting funding at this time for Phase 1. The total cost of Phase 1 is
approximately $156,000. Matching funds in the amount of $78,000 or 50% of the total
project cost are required by FIND. The City's matching funds in the amount of $78,000
are subject to appropriation in the Fiscal Year 2021-2022 budget cycle.
• Florida Inland Navigation District requires the City of Miami Beach to execute the FIND
Resolution, attached to this agenda item which indicates that: 1) The City will accept the
terms and conditions set forth in the FIND Rule 66B-2 F.A.C. and which will be made part
of the Project Agreement; 2)The City will carry out the project in the manner described in
the proposal and any plans and specifications attached thereto unless prior approval for
change has been received by the District.; 3) The City has the ability and intention to
finance its share of the project and that the project will be operated and maintained at the
expense of the City; 4) The City will not discriminate against any person and will comply
with the terms of Title VI of the Civil Rights Act; 5)The City will maintain adequate financial
records; and, 6) The City will make available to FIND, if requested a post audit of
expenses. The FIND Resolution is attached to this Resolution as Exhibit 1.
• SUPPORTING SURVEY DATE
In the 2019 Community Satisfaction Survey, 72% of residents expressed satisfaction
with the Quality of Police Services. When asked what residents are concerned or
dissatisfied with when crossing the street at an intersection, 74% stated Pedestrian
Safety.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby appropriate funding, and approve and authorize (and, as to certain
agreements retroactively approve and authorize)the City Manager, or his designee, to apply for,
accept and appropriate funding (including matching funds and any related city expenses), and to
execute any and all documents or agreements in connection with the following grants, programs,
and agreements: 1) US Department of Homeland Security, Federal Emergency Management
Agency, Assistance to Firefighters Grant Program, in the approximate amount of $890,000; 2)
Florida Department of Transportation, 2021 Transportation Alternatives Program, in the

The Miami Beach Police Department (MBPD) is requesting $75,000 to conduct monthly details
focusing on outreach, education, and enforcement. The funding will cover the overtime (salaries
and benefits)costs associated with the details. No matching funds are required.
7 . Florida Inland Navigation District. FY 2021 Waterways Assistance Program in the
approximate amount of $78,000 for Phase 1 (Design and Permitting) of the Miami Beach
Mooring Field.
Florida Inland Navigation District (FIND) provides funding assistance to local governments
within its district to perform waterways improvement projects. Florida inland Navigation District is
a special State Taxing District for the continued management and maintenance of the Atlantic
Intracoastal Waterway (ICW). FIND was created by the Florida Legislature in 1927 to be the
State local sponsor for the Atlantic Intracoastal Waterway. The Navigation District consists of
twelve counties along the east coast of Florida. The City is applying for funding for Phase 1
(Design and Permitting)the Miami Beach Mooring Field.
Miami Beach is a popular destination for boaters and there is a high demand for local
anchorage close to South Beach. There is currently no mooring field in the City. In FY
2019/20, the City conducted a preliminary analysis and public outreach to establish a framework
for implementation of a mooring field. During this process, the community expressed interest in
having the mooring field in South Beach. The proposed project will be located north of 5th
Street and will include 100 mooring buoys. The mooring field will utilize the upland amenities
associated with the Miami Beach Marina (300 Alton Road). Patrons of the mooring field will have
access to fresh water, electricity, laundry, bathrooms, fuel, telephone, cable hook-ups, and
parking.
The City is requesting funding at this time for Phase 1. The total cost of Phase 1 is
approximately $156,000. Matching funds in the amount of $78,000 or 50% of the total project
cost are required by FIND. The City's matching funds in the amount of$78,000 are subject to
appropriation in the Fiscal Year 2021-2022 budget cycle.
Florida Inland Navigation District requires the City of Miami Beach to execute the FIND
Resolution, attached to this agenda item which indicates that: 1) The City will accept the terms
and conditions set forth in the FIND Rule 66B-2 F.A.C. and which will be made part of the
Project Agreement; 2) The City will carry out the project in the manner described in the
proposal and any plans and specifications attached thereto unless prior approval for change has
been received by the District.; 3) The City has the ability and intention to finance its share of the
project and that the project will be operated and maintained at the expense of the City; 4) The

City will not discriminate against any person and will comply with the terms of Title VI of the CMI
Rights Act; 5) The City will maintain adequate financial records; and, 6) The City will make
available to FIND, if requested a post audit of expenses. The FIND Resolution is attached to
this agenda item as Exhibit 1.
SUPPORTING SURVEY DATA
In the 2019 Community Satisfaction Survey, 72% of residents expressed satisfaction with the
Quality of Police Services. When asked what residents are concerned or dissatisfied with when
crossing the street at an intersection, 74% stated Pedestrian Safety.
CONCLUSION
The Administration requests that the Mayor and City Commission appropriate funding and
approve and authorize (and, as to certain agreements retroactively approve and authorize) the
City Manager to apply for, accept funding and execute all agreements in connection with the
aforestated grants, programs, agreements and funding requests.
