The purpose of this Letter to Commission (L TC) is to update the Mayor and City Commission
and to provide a summary update on the efforts of the Miami Beach Police Department's
Citywide and AOCO Policing Plan entering the 2021 Spring Break period.
Starting on February 15, 2021, the Department transitioned to the Spring Break staffing
deployment, temporarily consolidating yet even more resources to address the expected
increase in demand for service. Enforcement efforts have resulted in the following:
There have been one thousand three hundred and six (1306) arrests made between February 3-
April 5, 2021.
• Five hundred and twenty-three (523) were felony arrests.
• Five hundred and thirty (530) were misdemeanor arrests.
• Two hundred and fifty-three (253) were Municipal Ordinance Violations.
Below is a detailed breakdown of the violations associated with these arrests:
• One hundred and twenty-six (126) firearms have been seized.
• Three hundred and sixty-five (365) of those arrested involved public consumption of
drugs.
• One hundred and sixty-four ( 164) of those arrested involved public consumption of
alcohol.
• Twenty-six (26) drivers were arrested for reckless driving.
• Two hundred and twenty-one (221) of those arrested involved obstruction and resisting
arrest.
• There were twenty-five (25) incidents involving boating violations.
• Five hundred and seven (507) of all arrests occurred on Collins Avenue, this
represents 39 percent of all arrests in the AOCO.

• There have been ten thousand-one hundred and twenty (10, 120) Traffic Citations issued
between February 3- April 5, 2021.
• There have been a total of nine hundred and twenty-four (924) Traffic Citations issued
February 3- April 5, 2021 through LPR enforcement.
The following is a breakdown of the residency status of the one thousand three hundred and six
(1306) arrested.
• Six hundred and sixty-three (663) of those arrested live outside of Florida. This accounts
for 51 percent of the total arrests.
• One hundred and forty-three (143) of those arrested reside in Miami Beach.
• One hundred and ninety-five (195) self-identified as homeless from Miami.
• Five hundred and twenty-three (523) of those arrested reside in Miami-Dade County.
• One hundred and twenty (120) reside outside of Miami-Dade but in the State of Florida.
The following is breakdown of the location of the arrest(s) as it pertains to the area
configuration of the City.
• Seven hundred and fifty-one (751) of the one thousand three hundred and six (1306) city-
wide arrests were made in the Art Deco Cultural District (ADCD). This is 58 percent of
the total arrests made citywide.
• Four hundred and seventy ( 470) of those arrested in the ADCD reside outside the State
Florida. This accounts for 63 percent of the total arrests.
• Two hundred and eight (208) of those arrested in the ADCD reside in Miami-Dade
County.
• Of the two hundred and eight (208) Miami-Dade resident arrests made in the ADCD,
thirty-nine (394) were from Miami Beach.
• Of the two hundred and eight (208) Miami-Dade resident arrests made in the ADCD,
ninety-four (94) self-identified as being homeless from Miami.
• Seventy-three (73) of those arrested in the ADCD reside outside of Miami-Dade in the
State of Florida.
• Of the seven hundred and fifty-one (751) ADCD arrests, two hundred and ninety-seven
(297) were felony arrests. There were two hundred and fifty-one (251) misdemeanor
arrests. There were two hundred and three (203) Municipal Ordinance Violations.
Three hundred and four (304) of the seven hundred and fifty-one (751) arrests made in the
ADCD occurred on Collins Avenue (40 percent).
