Aguila, Interim City Maga9@Lt April 19, 2021 SUBJECT: RUE VENDOME PUBLIC PLAZA- NOTICE OF LANE CLOSURES AT NIGHT The purpose of this Letter to Commission is to update the Mayor and City Commission on the status of the project to construct a public plaza at Rue Vendome, adjacent to the Normandy Fountain, in North Beach. On March 3, 2020, the City broke ground on the construction project which permanently closed (to vehicular traffic) that portion of Rue Vendome betw een 71 Street and Normandy Drive, to create a public plaza which will extend to the area around the Normandy Fountain. The project is currently eighty-five percent complete. Closure of multiple lanes of traffic on 71 st Street is necessary to perform work associated with the alteration of on-street parking/pedestrian crossings, and asphalt restoration. Traffic in the area is heaviest during the day. To minimize the impact the closure will have on the east bound traffic, the contractor will complete the pending work within the Florida Department of Transportation (FOOT) Right of Way (ROW ) on 71 Street, working at night between 10:00pm - 5:30am, during the period April 20, 2021 - April 23, 2021. Traffic will be reduced to only one open lane on 71 st Street, and the Maintenance of Traffic (MOT) procedures will be in place and modified as required to accomplish the work. Signage will be provided directing traffic around the work area. The neighborhood has been notified of the changes in traffic patterns and pedestrian routes via the attached advisory (Attach ment "A"). Moderate levels of construction noise and light are expected from the construction equipment and workers. The neighborhood business association has been advised of the closures and night work. '_,:.,·:-_: __ ....:__ ~ .. -~ '_ Rue Vendome Public Plaza Project Update: April 2021 Project Overview and Benefits Reconstruction of the Rue Vendome Plaza around the Normandy Fountain is currently underway to create an open, at grade, public plaza. This project involves raising Rue Vendome between Normandy Drive and 71 Street to create a level, accessible public plaza. Improvements include associated traffic signalization adjustments, construction of the public plaza, landscaping, lighting and other improvements necessary to encourage public use as a venue for various gatherings. What's Happening Starting the week of April 19, the contractor is expected to initiate the demolition of the eastern crosswalk on 71 Street. The work will take place overnight. Two lanes may be closed during this time. Timeline The completion of this project has been delayed due to unforeseen conditions in the field. The project is anticipated to be complete by June 2021. The upcoming crosswalk work is approved to take place overnight to avoid further traffic impacts on 71 Street. Please note, this schedule may change due to weather or other unforeseen circumstances. What to Expect • Moderate levels of construction noise are expected during the day and during approved night hours. • Construction equipment, machinery and workers will be present in the work zone. • The construction fence will be relocated and adjusted. • Some businesses will have limited access to the extent necessary for work to proceed. • Lane closure will be necessary at times on 71 Street. • Pedestrian detour detours will be in effect at times. • Other lane closures in the area may be necessary. The contractor is enforcing strict social distancing measures and employees are using face covers while on-site, including during break times.
