Attached for your information is Resolution No. 2021-032, adopted by the Mayor and City
Commission of City of Hallandale on April 7, 2021.
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
HALLANDALE BEACH, FLORIDA SUPPORTING THE FEDERAL
PREPARED ACT THAT WOULD REQUIRE THOSE WHO ARE
REGULATED BY THE ANIMAL WELFARE ACT TO HAVE EMERGENCY
RESPONSE PLANS FOR NATURAL AND MANMADE DISASTERS TO
DEVELOP, DOCUMENT AND FOLLOW A CONTINGENCY PLAN TO
PROVIDE FOR HUMANE HANDLING, TREATMENT,
TRANSPORTATION, HOUSING AND CARE OF ITS ANIMALS IN THE
EVEN OF AN EMERGENCY OR DISASTER; AND PROVIDING FOR AN
EFFECTIVE DATE.
The City of Hallandale Clerk has requested that a copy of this Resolution be provided to the
Miami Beach Mayor, Commissioners and the City Manager.

14 WHEREAS, weather related disasters are occurring more frequently and with
15 greater intensity animals are being abandoned negatively impacted; and
16
17 WHEREAS, lack of advance planning and abandonment of animals at AWA-
18 regulated facilities can jeopardize safety and put additional burden on first responders, the
19 local community and nongovernmental entities that assist with rescue efforts; and
20
21 WHEREAS, the Pets Evacuation and Transportation Standards (PETS) Act was
22 enacted in 2006 in response to tragedy of Hurricane Katrina and the 600,000 lives lost,
23 but the legislation was not far-reaching enough and did not cover commercially owned
24 animals; and
25
26 WHEREAS, the Prepared Act would require Animal Welfare Act regulated facilities
27 including commercial animal breeders and dealers, research facilities, and exhibitors,
28 zoos, aquariums, and circuses to develop, document, and follow a contingency plan to
29 provide for the humane handling, treatment, transportation, housing and care of its
30 animals in the event of an emergency or disaster; and
31
32 WHEREAS, the facilities would be required to annually submit their plans to the
33 USDA and train all employees on emergency procedures; and
34
35 WHEREAS, the contingency plans must adhere to a four-step requirement that
36 would: 1. Identify emergency situations that the entity might experience 2. Outline specific
37 tasks to respond to those emergencies 3. Establish a chain of command and identify

38 personnel responsible fo r the response tasks and 4. Address m aterials, resources, and
39 training to handle response and recovery.

41 WHEREAS, the Mayor and City Commission believe that it is in the best interest
42 of the residents of the City of Hallandale Beach to support the federal PREPARED Act
43 introduced in the 117 Congress.

45 NOW, THEREFORE, BE IT RESOLVED BY THE MA VOR AND THE CITY
46 COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA:

48 SECTION 1. The foregoing "Whereas" clauses are incorporated herein.

50 SECTION 2. The Mayor and City Commission hereby express their support of
51 the federal PREPARED Act that would require those who are regulated by the animal
52 welfare act to have emergency response plans for natural and manmade disasters to
53 develop, document and follow a contingency plan to provide for humane handling,
54 treatment, transportation, housing and care of its animals in the event of an emergency or
55 disaster. The City Clerk is directed to transmit this resolution to all appropriate entities.

57 SECTION 3. Effective Date. This Resolution shall take effect immediately upon
58 its passage and adoption
