SUBJECT: Funding for Food for Life Network (FFLN)
As a follow-up to the City Commission meeting of April 14, 1999, wherein the City Commission
directed the Administration to implement one of the two following options with regard to the above
subject: 1) to explore the possibility of having another organization which has met the CDBG
application deadline and has a similar mission or focus as that of the Food for Life Network to serve
as a "pass through" agency, and would be amenable to subcontracting their CDBG agreement with
FFLN to include an activity for a home meals delivery program to persons with AIDS (which is
FFLN's scope of work that had been funded by CDBG in prior years); or 2) to reallocate $50,000
of reprogrammed money from prior year CDBG funds'. Because the City Commission voted
unanimously to go with option 1, staff explored what agencies may be able to serve as a "pass
through" agency. The South Beach AIDS Project (SoBAP) was identified as a possible candidate,
given that both agencies already have a collaborative effort on Miami Beach in that they share office
space, volunteer support and provide prevention, education and direct services at one location, and
SoBAP met the deadline for CDBG funding for FY 1999/00.
Subsequent to the April 14, 1999, City Commission meeting, City staff discussed option 1, as
outlined above, with the Executive Director of SoBAP. The option was then discussed with City
staff, the SoBAP Executive Director, the Executive Director of FFLN, and the SoBAP board
members at the April 15, 1999, SoBAP Board of Directors meeting. The SoBAP Board voted
unanimously to accept the City Commission recommendation to have SoBAP serve as the "pass
through" agency for the Food For Life Network organization.
1 Because the proposed activity of Food For Life Network falls under the Public Services category of the
CDBG program where there is a 15% cap on the amount of total funds available each fiscal year, FY 1999/00 funds
would need to be reduced by the grant amount awarded to FFLN so as to not have the City exceed or violate the
federal cap regulation of 15% for Public Services.

Food For Life Network
The planning and development phase of the annual Action Plan is still under consideration as the
Community Development Advisory Committee (CDAC) continues with their voting deliberations
for CDBG funding. This process should be completed by May 18th after the CDAC and the City
Manager have reviewed each other's funding recommendations. These recommendations will be
incorporated into the draft Action Plan which will be made available for public review and comment
beginning in early June and the final funding recommendations will be presented to the City
Commission in July.
As a point of information, at the CDAC meeting of April 27, 1999, the CDAC held a narrow vote
of five to four (with one member absent) to not accept the FFLN application so as to not set a
precedent of accepting proposal applications after the application deadline. The CDAC continues
to feel strongly as to whether FFLN should be granted CDBG funding for FY 1999100.
Staff will continue to follow the City Commission's directive to have either a subcontractual
agreement awarded to FFLN through SoBAP (if awarded FY 1999100 CDBG funds), or ensure that
a $50,000 funding allocation from Public Services is awarded to FFLN for FY 1999100.
