A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, RE-AFFIRMING THE
CITY'S ONGOING COMMITMENT TO CULTIVATING AN
INCLUSIVE, SAFE, AND JUST SOCIETY AND CULTURE; •
DENOUNCING ANTI-GOVERNMENT EXTREMISM, WHITE
SUPREMACY, RACISM, ANTISEMITISM, MISOGYNY,
ISLAMOPHOBIA, ANTI-LGBTQ+ HATE, ABLEISM, ALL
HATEFUL SPEECH AND BIAS-MOTIVATED VIOLENT
ACTIONS, EXTREMIST CONSPIRACY THEORIES, AND
DISINFORMATION THAT CULTIVATE AN ALIENATED AND
MISTRUSTFUL ELECTORATE AND UNDERMINE
DEMOCRATIC INSTITUTIONS AND PROCESSES; AND
COMMITTING TO FOSTERING AN ENVIRONMENT WITHIN THE
CITY OPERATIONS AND INSTITUTIONS THAT DOES NOT
TOLERATE ANTI-GOVERNMENT EXTREMIST, WHITE
SUPREMACIST, RACIST, ANTISEMITIC, MISOGYNIST,
ISLAMOPHOBIC, ANTI-LGBTQ+, ABLEIST, AND OTHER
HATEFUL SPEECH AND ACTIONS.
WHEREAS, Anti-Defamation League's ("ADL") report on Murder and Extremism in the
United States in 2019 found that domestic extremists killed at least 42 people in the United States
in 17 separate incidents, making 2019 the sixth deadliest year on record for domestic extremist-
related killings since 1970; and
WHEREAS, the ADL report found that the extremist-related murders of 2019 were
overwhelmingly(90%)linked to right-wing extremists,with all but one of the incidents tied to right-
wing extremism, and 81% of extremist-related murders in 2019 committed by white supremacists
specifically; and
WHEREAS, in 2020, the Human Rights Campaign ("HRC") has recorded at least 33
violent deaths of transgender or gender non-conforming persons, representing more violent
deaths of transgender or gender non-conforming people than any year since tracking began in
2013; and
WHEREAS, since January 2020, there has been a dramatic increase in reports of hate
crimes and incidents against those of Asian descent in all 50 States and the District of Columbia,
largely due to the perpetuated anti-Asian stigma that arose in response to the COVID-19
pandemic; and
WHEREAS, on January 6, 2021, domestic terrorists fueled by disinformation and online
conspiracy theories committed a disgraceful, violent assault on the United States Capitol, in an
unlawful effort to undermine and derail the fulfillment of Congress' constitutional duty to certify the
results of the 2020 General Presidential Election; and
WHEREAS, in 2021, approximately 30 states have introduced and are considering anti-
LGBT legislation, targeting the transgender community and trans youth in particular; and

WHEREAS, the City of Miami Beach (the "City") is committed to defending democratic
institutions, the integrity of state and federal elections, and the security of people and facilities
that carry out the democratic process; and
WHEREAS, the City is committed to ending the spread of hate, bigotry, and harassment
based on race, color, religion, national origin, ethnicity, sex, gender, gender identity and
expression, sexual orientation, disability, or any other protected characteristic as defined by law;
and
WHEREAS, the Mayor and City Commission wish to re-affirm the City's commitment to
the well-being and safety of all residents and tourists, and to cultivating an inclusive community,
including within the City's operations and institutions; and
WHEREAS, the diversity of the City is beneficial to all within it, making us stronger and
more resilient; and
WHEREAS, the Mayor and City Commission denounce extremist conspiracy theories,
misinformation, and disinformation that cultivate an alienated and mistrustful electorate,
undermine democratic institutions and processes, and inspire real-world violence; and
WHEREAS, while the Mayor and City Commission support the peaceful exercise of free
speech, free assembly, and freedom to worship safely for all people, we denounce anti-
government extremism, white supremacy, racism, antisemitism, misogyny, Islamophobia, anti-
LGBTQ+ hate, ableism, and all hateful speech and bias motivated violent actions in the City and
across the nation.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby re-affirm the City's ongoing commitment to cultivating an inclusive, safe, and
just society and culture; denounce anti-government extremism, white supremacy, racism,
antisemitism, misogyny, Islamophobia, anti-LGBTQ+ hate, ableism, all hateful speech and bias-
motivated violent actions, extremist conspiracy theories, and disinformation that cultivate an
alienated and mistrustful electorate and undermine democratic institutions and processes; and
commit to fostering an environment within the City operations and institutions that does not
tolerate anti-government extremist, white supremacist, racist, antisemitic, misogynist,
Islamophobic, anti-LGBTQ+, ableist, and other hateful speech and actions.
