SUBJECT: LAW ENFORCEMENT OATH OF HONOR CEREMONY
This Letter to the Commission is to advise the Mayor and City Commission of the Law Enforcement
Oath of Honor ceremony.
In 1995, the International Association of Chiefs of Police (IACP) formed an ad hoc committee on
ethics chaired by Police Chief William Berger of the North Miami Beach Police Department. This
initiative evolved into the permanent IACP committee on Police Ethics and Image. The Police
Ethics and Image Committee created an "Oath of Honor." Among the recommendations made by
the IACP is that all law enforcement agencies adopt the Law Enforcement Oath of Honor.
Chief Barreto, while attending the recent IACP conference in Salt Lake City, had the opportunity
to attend a workshop on Ethics conducted by Neil Trautman, the Director of the National Institute
of Ethics. During this workshop, he learned that the IACP has set a goal of securing 500,000 law
enforcement officers' signatures (voluntary) by the year 2002, attesting to the new Law Enforcement
Oath of Honor.
As presiding Chief of the Dade County Association of Chiefs of Police, Chief Barreto recommended
to the executive board that it pursue the voluntary signing of the Law Enforcement Oath of Honor
by all Police Departments in Miami-Dade County. Once this is accomplished, Miami-Dade County
will become the first county in the nation to have the oath signed on a county wide basis. This would
provide law enforcement in Miami-Dade County an opportunity to demonstrate a leadership role
with respect to ethics. To date, over 5,500 signatures from local, State and Federal law enforcement
personnel from Miami-Dade County have been secured.
On April 29, 1999 at 10:00 a.m., the Chiefs of Police of all of the Police Departments in Miami-
Dade County, along with their counterparts from State and Federal agencies, will convene at the
Firefighter Memorial Building, 8000 NW 21 st Street, Miami, Florida, to culminate this monumental
undertaking. The Dade County Association of Chiefs of Police wishes to cordially invite the Mayor
and the entire City Commission to this special event.

THE JOAN AND STANLEY WORTON PHILANTHROPIC FUND, IN THE
AMOUNT OF $300.00, TO BE USED TO PURCHASE "RAID JACKETS"
FOR MEMBERS OF THE MIAMI BEACH POLICE DEPARTMENT GANG
UNIT; AND A $500.00 DONATION FROM AN ANONYMOUS DONOR TO
DEFRAY COSTS OF A CITIZEN'S POLICE ACADEMY CLASS.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
Last month, members of the Miami Beach Police Department Gang Unit made a presentation to the
Foundation of Jewish Philanthropies regarding gangs in Miami Beach. The presentation was
successful and resulted in the Foundation wishing to assist the Gang Unit. Accordingly, the
Foundation arranged for the Joan and Stanley Worton Philanthropic Fund to generously donate
$300.00 to the Miami Beach Police Department's Gang Unit for the purpose of purchasing much
needed "Raid Jackets" for members of the Unit.
A citizen of Miami Beach, who desires to remain anonymous, wishes to assist the Police
Department's Citizen's Police Academy Program by donating $500.00 to help defray the costs of
the Citizen's Police Academy class that graduated on March 31, 1999.
CONCLUSION
The adoption of this Resolution will enable the Police Department to accept the $300.00 donation
from the Joan and Stanley Worton Philanthropic Fund to purchase "Raid Jackets" for members of
the Miami Beach Police Department Gang Unit and accept the $500.00 anonymous donation to
defray costs of the Citizen's Police Academy Class that graduated on March 31, 1999.
