This Letter to the Commission is to advise the Mayor and City Commission of
organizational changes that have taken place in the Police Department recently.
In an effort to streamline accountability at the line level and higher up in the chain-of-
command, the Police Department's Patrol Division has been reorganized to provide for
Shift Captains with City-wide command. This, in turn, empowers the Lieutenants of Police
as District Commanders.
An additional Major of Police was reassigned to the Patrol Division. As the Patrol Division
has the largest number of employees, the additional Police Major will alleviate some ofthe
current workload by sharing in the supervision and administrative tasks in support of those
line officers. These reassignments have been tempered with span of control in mind-that
is, the number of employees reporting to a single supervisor.
This strategic planning envisions:
. Maintaining the District policing concept
. Empowerment at the level of Lieutenant of Police as District Commanders
. Command presence on all shifts by reassigning Captains with City-wide command
to each shift
