Kasdin and Members of the City C mmission FROM: Sergio Rodriguez City Manager SUBJECT: Planning Board Resolution - City-wide Neighborhood Planning Efforts At its April 28, 1999 meeting, the Planning Board had a discussion on issues related to city-wide neighborhood planning and Planning Department staffing levels, at the request of the Planning Board Vice-Chair Leonard Turkel. During the discussion, the Board expressed concern that the City should be engaging in pro-active city-wide neighborhood planning efforts, and encouraged the City Commission to move ahead with the proposed North Beach Neighborhood Study. The Board advocates the creation of a mechanism to begin the process of comprehensive, city-wide neighborhood planning. Additionally, the Planning Board reviewed elements of the Planning Department's upcoming budget requests for the next fiscal year with regard to staffing levels needed to perform additional planning work in the area of neighborhood planning, and recommended that the Commission consider favorably the additional budgetary request of the Planning Department regarding increased staffing levels for Fiscal Year 1999/2000. The Board voted unanimously to transmit its recommendation regarding these issues to the City Commission in the form of a resolution, which is attached. }0 K ~\,.. SR\JAG\DJG\JGG\RGL\rgl M:\$CMB\TEMP\PBPLAN.MEM MIAMI BEACH PLANNING BOARD RESOLUTION A RESOLUTION OF THE MIAMI BEACH PLANNING BOARD, ENDORSING AND ADVOCATING THE CREATION OF A MECHANISM TO BEGIN THE PROCESS OF COMPREHENSIVE, CITY-WIDE NEIGHBORHOOD PLANNING AND TO SUPPORT THE ADDITIONAL BUDGETARY REQUEST OF THE PLANNING DEPARTMENT. WHEREAS, the Miami Beach Planning Board discussed issues related to city-wide neighborhood planning and Planning Department staffing levels at its April 28, 1999 meeting; and, WHEREAS, at that meeting the Planning Board expressed concern that the City should be engaging in pro-active city-wide neighborhood planning efforts; and, WHEREAS, the Planning Board reviewed elements of the Planning Department's upcoming budget requests for the next fiscal year related to staffing levels needed to perform additional planning work in the area of neighborhood planning; and, WHEREAS, the Planning Board encourages the City Commission to move ahead with the proposed North Beach Neighborhood Study; and, WHEREAS, the Planning Board voted unanimously to transmit its recommendation regarding these issues to the City Commission in the form of a resolution; NOW, THEREFORE, BE IT DULY RESOLVED BY MIAMI BEACH PLANNING BOARD: The Miami Beach Planning Board endorses and advocates the creation of a mechanism to begin the process of comprehensive, city-wide neighborhood planning. The Planning Board also supports and recommends that the Commission should consider favorably the additional budgetary request of the Planning Department regarding increased staffing levels for Fiscal Year 1999/2000.
