A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER AND CITY CLERK TO EXECUTE A MEMORANDUM
OF UNDERSTANDING BETWEEN THE CITY OF MIAMI BEACH,
ON BEHALF OF THE MIAMI BEACH POLICE DEPARTMENT,
AND PINELLAS COUNTY, FLORIDA, ON BEHALF OF THE
PINELLAS COUNTY SHERIFF'S OFFICE, TO PROVIDE CERTAIN
MIAMI BEACH POLICE DEPARTMENT OFFICERS TRAINING AND,
UPON SUCCESSFUL COMPLETION OF TRAINING, ACCESS TO
FLORIDA'S FACIAL RECOGNITION NETWORK, TO AID THE
MIAMI BEACH POLICE DEPARTMENT IN IDENTIFIYING MISSING
PERSONS AND CRIMINAL SUSPECTS.
WHEREAS, it is the responsibility of the Miami Beach Police Department ("Police
Department") to utilize advanced technologies, investigative best practices and develop
mutually beneficial partnerships to prevent and solve crimes that take place within the City
of Miami Beach; and
WHEREAS, the Police Department has determined that facial recognition
software and their associated databases have proven to be highly effective tools in the
identification of missing persons and criminal suspects; and
WHEREAS, the Pinellas County Sheriffs Office ("PCSO") hosts the largest single
facial recognition database in the United States, known as Florida's Facial Recognition
Network ("FR-Net"); and
WHEREAS, PCSO also maintains the Face Analysis Comparison & Examination
System ("FACES") which performs automated facial recognition searches and facial
image comparisons for various law enforcement agencies throughout the State of Florida;
and
WHEREAS, over 230 partnering agencies in Florida utilize FR-Net to compare
photographs.of unknown criminal suspects against a database of over 25 million identified
facial images which have been obtained from various criminal and non-criminal sources
such as drivers' licenses, mugshots and federal identifications; and
WHEREAS, executing the proposed Memorandum of Understanding with PCSO
would provide online training information for select members of the Miami Beach Police
Department and, upon successful completion of the training, authorize and grant those
trained Police Department personnel access to FR-Net in order to perform automated facial
recognition searches and facial image comparisons through FACES; and
WHEREAS, the City of Miami Beach desires to execute the Memorandum of
Understanding in order for the Police Department to obtain access to FR-Net, thereby
improving and enhancing the capability of the Police Department to generate
investigative leads in the identification of missing persons and criminal suspects.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, authorizing the City
Manager and City Clerk to execute a Memorandum of Understanding between the City
of Miami Beach, on behalf of the Miami Beach Police Department, and Pinellas County,
Florida, on behalf of the Pinellas County Sheriffs Office, to provide certain Miami Beach
Police Department Officers training and, upon successful completion of training, access to
Florida's Facial Recognition Network, to aid the Miami Beach Police Department in
identifying missing persons and criminal suspects.

ANALYSIS
The Pinellas County Sheriff's Office (PCSO), located in the State of Florida, hosts the largest
single facial recognition database in the U.S., called Florida's Facial Recognition Network (FR-
Net). Pinellas deputies —as well as over 230 partnering agencies in Florida— use FR-Net to
run photos of unknown suspects against a database of over 25 million identified faces pulled
from criminal and non-criminal sources like driver's licenses, mugshots,and federal I Ds.
More specifically, FR-Net provides facial biometric search capabilities, subject information,face
image comparison tools,training for facial recognition search, and face image analysis methods
and best practices via the Criminal Justice Network (CJNET) to authorized Florida law
enforcement agencies.
Under the proposed Memorandum of Understanding (MOU), the PCSO would provide self-
paced online training information for selected members of the Miami Beach Police Department
(MBPD) and, after successful completion of the training material, grant access and make
information available for the trained personnel to perform automated facial recognition searches
and face image comparisons through the Face Analysis Comparison & Examination System
(FACES).
The ability to access this network for criminal justice purposes will provide a critical investigative
resource and increase the possibility of identifying missing persons and wanted individuals. To

address any privacy concerns a detailed policy would be established to govern the use of the
network and of those with access to the technology, to include IT Department oversight via a
monthly usage report.
The City of Miami Beach has the authority under Chapter 23 of the Florida Statutes, known as
the "Florida Mutual Aid Act," to enter into Voluntary Cooperation and Operational Assistance
Mutual Aid Agreements. The MBPD, therefore, requests the City Commission to authorize the
City Manager and City Clerk to execute an MOU with the Pinellas County Sheriffs Office for the
aforementioned activities.
