No. LETTER TO COMMISSION June 15, 1999 TO: FROM: SUBJECT: Mayor Neisen O. Kasdin and Members of the City C mmission Sergio Rodriguez ' City Manager PUBLIC HEARING FOR CITY OF MIAMI BEACH ONE-YEAR ACTION PLAN The Community/Economic Development Department, together with the Community Development Advisory Committee, has prepared a draft of the City's One-year Action Plan for federal funds. The Plan is a grant prerequisite for the City's HUD-funded programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Shelter Grants (ESG) Programs. The Plan is to be developed with public participation and, to that end, two public hearings are required. A 30-day public comment period is also required. This period began on June 1, 1999 and will expire on July 1, 1999. On March 23, 1999, the Community/Economic Development Department and the Community Development Advisory Committee held the first public hearing on the initial development of the Plan. The purpose of this hearing was to obtain citizen views on housing and community development needs. After that heating, and beginning on April 12, 1999, a series of nine meetings took place where the Community Development Advisory Committee considered proposals. Their funding recommendations, and those of the Administration, are included in the Draft Plan, which is attached for your review. A second public hearing will be held on June 22, 1999, to discuss and incorporate community comments, and a final One-Year Action Plan will be presented to the City Commission for approval on July 7, 1999. Upon approval by the City Commission, the One-Year Action Plan will be submitted to the U.S. Department of Housing and Urban Development on or before the August 16, 1999 deadline. c: tj.a,, Christina Cuervo, Assistant City Manager Randolph Marks, Assistant Director, Community/Economic Development Dept.
