FINAL APPROVAL OF THE NORTH BEACH COMMUNITY
REDEVELOPMENT AGENCY BY MIAMI-DADE COUNTY
The purpose of this Letter to Commission ("L TC") is to provide an update as to crucial
legislative approvals obtained from Miami-Dade County as it relates to establishment of
the North Beach Community Redevelopment Agency ("North Beach CRA").
On July 20, 2021, the Miami-Dade County Board of County Commissioners ("BCC")
approved two agenda items relating to the North Beach CRA, representing the critical last
step in the approval process mandated by Chapter 163, Part Ill, Florida Statutes. Item 5E
provided for creation of the Trust Fund and Item 5F provided for approval of the
Redevelopment Plan and lnterlocal Agreement. These final approvals are the culmination
of a significant public engagement effort with the North Beach community in preparation
of the Redevelopment Plan.
Background
On February 14, 2018, the Mayor and City Commission adopted Resolution No. 2018-
30170, accepting the January 19, 2018 recommendation of the Finance and Citywide
Projects Committee, and authorizing the Administration to discuss creation of a North
Beach CRA with Miami-Dade County. On July 17, 2019, the City Commission adopted
Resolution No. 2019-30892, accepting a preliminary report concerning a Finding of
Necessity for the redevelopment of a certain blighted area of North Beach, and requesting
that the County delegate redevelopment powers to the City of Miami Beach.
On July 8, 2020, the BCC approved Resolution No. R-619-20, delegating authority to the
City to create the North Beach CRA, including direction to prepare the North Beach CRA
Redevelopment Plan and negotiate an lnterlocal Agreement among the City, North Beach
CRA, and the County to govern the redevelopment process. Additionally, the County
Resolution provided that the North Beach CRA shall cease to exist within 12 months from
adoption of the Resolution if (1) the City has not approved a Redevelopment Plan and
lnterlocal Agreement acceptable to the County and (2) the County has not approved the
same.
On May 12, 2021, following unanimous recommendation by the Planning Board and the
Ad Hoc North Beach CRA Advisory Committee, both the City Commission and North
Beach CRA Board approved the Redevelopment Plan. Additionally, the City and North
Beach CRA approved an lnterlocal Agreement and along with the Redevelopment Plan,
authorized transmission to the County for approval.
