SUBJECT: Supplier Diversity Update
The purpose of this L TC is to update the Mayor and City Commission on the status of
the registry and database of LGBT-certified firms, as certified by the National LGBT
Chamber of Commerce, and small business enterprise (SBE) and disadvantaged
business enterprise (DBE) firms, as certified by Miami-Dade County.
On July 29, 2020, the City Commission adopted Resolution 2020-31342, directing the
Administration to establish a registry and database of LGBT-owned businesses as
certified by the National LGBT Chamber of Commerce (NGLCC).
On December 9, 2020, the City Commission adopted Resolution 2020-31519, directing
the Administration to establish a registry and database for small and disadvantaged
businesses as certified by Miami-Dade County in the following categories:
• SBE -Architectural & Engineering. A gender and race neutral certification
program specifically for firms that are defined as architectural and engineering
companies.
• SBE -Construction. A gender and race neutral certification program specifically
for firms that are defined as construction companies. This category also includes
trades e.g., electrical, painting, plumbing, etc.).
• SBE -Goods and Services. A gender and race neutral certification program
specifically for firms that supply goods and services other than construction,
architectural or engineering services.
• DBE -A certification program for federally -funded projects that promotes
participation in transportation contracts by small, socially and economically
disadvantaged businesses.
The Administration is pleased to report that the registration and database process has
been completed. In doing so, staff collaborated with the NGLCC and Miami-Dade
County to identify the certified businesses and completed modifications to the City's
vendor registration system, Munis Vendor Self-Service (VSS), to create a simple online
process through which certified firms can self-register with the City. Firms have been
notified of the opportunity to register with the City through Munis VSS and have begun to
do so. A benefit of Munis VSS is that it interfaces with the City's financial and
procurement system allowing reports to be generated as to the utilization of the
registered firms in the procurement of goods and services for the City. Utilization will be
reported in future updates.

Table 1 indicates the number of firms certified by NGLCC and Miami-Dade County that
have registered with the City through June 30, 2021. It is important to note that the
number of firms included in Table 1 does not represent all firms certified by NGLCC or
Miami-Dade County, only those firms that have elected to register with the City to date.
While the number of registered LGBT and SBE/SDB firms is currently low, staff believes
these numbers will continue to increase in the coming months as firms continue to
register.

OTHER MUNICIPALITIES
Finally, the Administration is taking proactive steps to expand its vendor registration
efforts to include all local (Miami Beach -based) businesses to promote the participation
of local firms in the procurement of goods and services for the City. Currently, the
Procurement Department is in the process of reaching out to approximately 7,000 local
businesses who have an active Miami Beach business tax receipt (BTR) with information
on how to register with the City and receive bidding opportunities on competitive
solicitations .
