OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING (AND, AS TO CERTAIN
AGREEMENTS, RETROACTIVELY APPROVING AND
AUTHORIZING) THE CITY MANAGER, OR HER
DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING,
EXECUTE ANY AND ALL DOCUMENTS OR
AGREEMENTS, AND APPROPRIATING FUNDING
RECEIVED BY THE CITY OF MIAMI BEACH IN
CONNECTION WITH THE FOLLOWING GRANTS,
PROGRAMS, AND AGREEMENTS: 1) CHILDREN'S
TRUST FAMILY AND NEIGHBORHOOD SUPPORTS:
PLACE-BASED AND COUNTYWIDE PARTNERSHIPS
GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF
$420,000; 2) U.S. DEPARTMENT OF HOMELAND
SECURITY, SECURING THE CITIES GRANT PROGRAM;
AND 3) U.S. FISH AND WILDLIFE SERVICE, BOATING
INFRASTRUCTURE GRANT PROGRAM, IN THE
APPROXIMATE AMOUNT OF $120,000, WITH CITY
MATCHING FUNDS IN THE AMOUNT OF $39,000,
SUBJECT TO APPROPRIATION IN THE FY 2021/22
BUDGET CYCLE.
WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for funding for funds, in the
amount of approximately$420,000 from the Children's Trust Family and Neighborhood Supports:
Place-Based and Countywide Partnerships Grant Program, the details of which are set forth in
the Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for funding from the U.S.
Department of Homeland Security for the Securing the Cities (STC) Grant Program for 1) The
Miami Beach Fire Department; and 2) The Miami Beach Police Department, the details of which
are set forth in the Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for funds, in approximate
amount of $120,000 from U.S. Fish and Wildlife, Boating Infrastructure Grant Program (BIGP),
the details of which are set forth in the Commission Memorandum accompanying this Resolution;
and
WHEREAS, the City is requesting funding from BIGP at this time for Phase 1 — design
and permitting of the Miami Beach Mooring Field. The total cost of Phase 1 is approximately
$156,000. The grant requires a minimum 25 percent match. Matching funds in the amount of
$39,000 or 25% of the total project cost are required by the grant program. The City's matching
funds in the amount of $39,000 are subject to appropriation in the Fiscal Year 2021/22 budget
cycle.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively approve
and authorize) the City Manager, or her designee, to apply for, and accept funding, execute any
and all documents or agreements, and appropriate funding received by the City of Miami Beach
in connection with following grants, programs, and agreements: 1) Children's Trust Family and
Neighborhood Supports: Place-Based and Countywide Partnerships Grant Program, in the
approximate amount of$420,000; 2) U.S. Department of Homeland Security, Securing The Cities
Grant Program; and 3) U.S. Fish And Wildlife Service, Boating Infrastructure Grant Program, in
the approximate amount of$120,000, with City matching funds in the amount of$39,000, subject
to appropriation in the FY 2021/22 budget cycle. �r

BACKGROUND/HISTORY
The City of Miami Beach applies for grant funds for new or existing city projects. Details of the
funding sources and projects are included in the Analysis section of this Agenda Item.
ANALYSIS
1. Application to the Children's Trust Family and Neighborhood Supports: Place-Based and
Countywide Partnerships Grant Program. in the approximate amount of$420.000.
The Children's Trust Family and Neighborhood Support Partnerships (FNSP) program offers
comprehensive and individualized supports for children, youth and their families who are
experiencing challenges that limit them from realizing their full health, social, educational and
economic potential. The program aims to amplify strengths in an effort to counter the effects of
adverse childhood experiences, such as child abuse or neglect, exposure to family and
community trauma and violence, family mental health and legal issues, and extreme and/or inter-

generational poverty. The basic premise is that by promoting positive childhood experiences,
building family and youth strengths and relationships, as well as supporting basic needs, the
program will help children and families to achieve better outcomes. Populations to be served
will include high-need residents of Miami Beach.
The City is applying for funding in the approximate amount of$420,000. The City's program will
be a service collaborative that integrates a variety of community agencies and resources to
provide support. Subcontracts will be awarded to member agencies by the City. Matching
funds are not required for this program.
2.Applications to the U.S. Department of Homeland Security for the Securing the Cities (STC)
Grant Program for: 1) The Miami Beach Fire Department: and 2) The Miami Beach Police
Department.
The Securing-the-Cities Implementation Initiative is a coordinated effort by federal, state and
local government entities to detect and prevent any-transport of radiological materials into the
South Florida region, by any group or person for the purpose of using those materials to attack
any part of the region's critical infrastructures.
The U.S. Department of Homeland Security, Domestic Nuclear Detection Office has sub-
granted the 2019 STC Program to the City of Miami as sponsoring agency, to provide funds to
address the unique equipment, training, planning, exercise and operational needs for the
region. Funds will also be used to assist in building an enhanced and sustainable capacity to
prevent, respond to, and recover from threats or acts of terrorism; and other high-consequence
events utilizing nuclear or other radiological materials that pose a risk to homeland security in our
region. Through this federal assistance, Miami Beach Police Department and Miami Beach Fire
Department will select various goods or services through a Memorandum of Understanding
(MO U)with the City of Miami.
City of Miami Beach Fire Department
The City of Miami Beach Fire Department and the City of Miami intend to work together and in
concert with the other agencies in the region, to design and implement systems for coordinated
and integrated detection and interdiction of materials that may be used in a terrorist attack.
City of Miami Beach Police Department
The City of Miami Beach Police Department and the City of Miami intend to work together and
in concert with the other agencies in the region, to design and implement systems for
coordinated and integrated detection and interdiction of materials that may be used in a terrorist
attack.
The program will include the transfer of federal STC program funded equipment from the City
of Miami to the City of Miami Beach. Matching funds are not required.
3.Application to the U.S. Fish and Wildlife. Boating Infrastructure Grant Program (BIGP) in the
approximate amount of$120,000.
The Boating Infrastructure Grant Program provides funding through competitive grants for tie-up
facilities for transient recreational boats 26 feet or longer. The program is funded by the U.S.

Fish and Wildlife Service.
Miami Beach is a popular destination for boaters and there is a high demand for local anchorage
close to South Beach. There is currently no mooring field in the City. In Fiscal Year 2019/20,
the City conducted a preliminary analysis and public outreach to establish a framework for
implementation of a mooring field. During this process, the community expressed interest in
having the mooring field in South Beach. The proposed project will be located north of 5th
Street and is anticipated to include 100 mooring buoys. The mooring field will utilize the upland
amenities associated with the Miami Beach Marina (300 Alton Road). Patrons of the mooring
field will have access to fresh water, electricity, laundry, bathrooms, fuel, telephone, cable hook-
ups, and parking.
The City is requesting funding at this time for Phase 1 — design and permitting of the Miami
Beach Mooring Field. The total cost of Phase 1 is approximately$156,000. The grant requires
a minimum 25 percent match. Matching funds in the amount of $39,000 or 25% of the total
project cost are required by the grant program. The City's matching funds in the amount of
$39,000 are subject to appropriation in the Fiscal Year 2021/22 budget cycle.
4. U.S. Department of Homeland Security. Federal Emergency Management Agency. through
the Local Board/United Way of Miami-Dade County for Emergency Food and Shelter Program
funds. in the approximate amount of$50.000 for food vouchers. rent and mortgage assistance.
and utility assistance.
The Emergency Food and Shelter Program was established in 1983 with the signing of Public
Law 98-8. The program was created to help meet the needs of hungry and homeless people by
allocating federal funds for the provision of food and shelter. Congress also created a National
Board, chaired by the Federal Emergency Management Agency (FEMA) that consists of
representatives of the American Red Cross, Catholic Charities USA,the Jewish Federations of
North America, National Council of the Churches of Christ, the Salvation Army and United Way
Worldwide. The Local Board is responsible for considering all applications, and for determining
which organizations and services will be funded.
The Administration is requesting funds from EFSP for families in need of assistance. The
funds will be used to provide food vouchers, rent and mortgage assistance, and utility
assistance to individuals and families. The Administration applies for EFSP funding each year,
and this year's application is for,Phase 38 of the program. Matching funds are not required for
this grant.
SUPPORTING SURVEY DATA
The Quality of Police Services was rated as the most Important Service for the City to provide.
CONCLUSION
Based on the aforestated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or her designee to apply for and accept funds and execute all documents or
agreements in connection with the grants, award programs and funding requests.
