A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING,
IN CONCEPT, THE DESIGNATION OF AN AREA IN
NORTH BEACH OCEANSIDE PARK, OR OTHER
LOCATION IN THE VICINITY OF NORTH BEACH
OCEANSIDE PARK, FOR THE PURPOSE OF HOUSING A
MEMORIAL HONORING THE VICTIMS OF THE
CHAMPLAIN TOWERS BUILDING COLLAPSE;
AUTHORIZING THE CITY MANAGER TO EXECUTE A
MEMORANDUM OF UNDERSTANDING WITH THE CITY
OF SURFSIDE AND OTHER NECESSARY PARTIES FOR
COLLABORATION WITH REGARD TO THE
INSTALLATION OF THE MEMORIAL; AND FURTHER
AUTHORIZING THE CITY MANAGER TO TAKE ANY AND
ALL APPROPRIATE STEPS, IN COLLABORATION WITH
THOSE DESIGNATED TO WORK ON THE DESIGN AND
INSTALLATION OF THE MEMORIAL, FOR SELECTING
THE LOCATION, TYPE, SIZE AND DESIGN OF THE
MEMORIAL, ALL OF WHICH, WHEN FINALIZED, SHALL
BE SUBJECT TO THE PRIOR APPROVAL OF THE MAYOR
AND CITY COMMISSION.
WHEREAS, in the early morning of June 24, 2021 , a portion of the residential
building located at 8777 Collins Avenue ("Champlain Towers"), experienced a major
structural collapse, resulting in significant loss of life; and
WHEREAS, the collapse of Champlain is an unimaginable tragedy that has
devastated our community, our neighbors, and our friends; and
WHEREAS, with 136 units, Champlain Towers was a reflection of Greater Miami's
diverse community, and its collapse and the following loss of life is a tragedy unlike any
other experienced in our community; and
WHEREAS, in order to memorialize and pay tribute to the victims of the Champlain
Towers building collapse, the Mayor and City Commission of Miami Beach wish to support
the installation of a memorial dedicated to the victims, through dedication of land within
our own North Beach Oceanside Park, which sits nearly adjacent to the Champlain
Towers site, or another location in the vicinity of North Beach Oceanside Park (the
"Memorial"); and
WHEREAS, in order to install the Memorial with utmost respect to the victims and
their families, the City will collaborate with any necessary parties, including the City of
Surfside, Miami-Dade County, any courts of jurisdiction, and the families of the victims,
assuring that any Memorial properly reflects the gravity of the loss in a dignified manner;
and
WHEREAS, based on the foregoing, the Mayor and City Commission desire to
authorize the City Manager to execute a Memorandum of Understanding with any group
or entity necessary to implement this Resolution; and
WHEREAS, the Mayor and City Commission further authorize the City Manager
to exercise her discretion and take any and all appropriate steps, and work with all
necessary parties to determine the best strategy for selecting the location of the Memorial,
and for participating in efforts to determine the type, size, and design of the Memorial, all
of which, when finalized, shall be subject to the approval of the City Commission.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve, in concept, the designation of an area in North Beach
Oceanside Park, or other location in the vicinity of North Beach Oceanside Park, for the
purpose of housing a Memorial honoring the victims of the Champlain Towers building
collapse; authorizing the City Manager to execute a Memorandum of Understanding with
the City of Surfside and other necessary parties for collaboration with regard to the
installation of the Memorial; and further authorize the City Manager to take any and all
appropriate steps, in collaboration with those designated to work on the design and
installation of the Memorial, for selecting the location, type, size and design of the
Memorial, all of which, when finalized, shall be subject to the prior approval of the Mayor
and City Commission.
