A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER TO REJECT PROPOSALS RECEIVED PURSUANT TO
REQUEST FOR QUALIFICATIONS (RFQ) 2019-085-KB FOR
ARCHITECTURAL AND ENGINEERING DESIGN SERVICES FOR THE
SABRINA COHEN FOUNDATION ADAPTIVE RECREATION CENTER.
WHEREAS, on October 31, 2017, the City Commission adopted Resolution 2017-
30082, approving a Collaboration, Funding and Management Agreement(the "Agreement")with
the Sabrina Cohen Foundation (the "Foundation") for the development of the Sabrina Cohen
Foundation Adaptive Recreation Center on City-owned land; and
WHEREAS, ori.July 2, 2018, the Mayor and City Commission adopted Resolution No.
2018-30377, approving, in the City's proprietary capacity, the Foundation's proposed Concept
Plan for the Center; and •
WHEREAS, on January 16, 2019, the Mayor and City Commission adopted Resolution No.
2019-300671, approving Amendment No. 1 to the Agreement, approving certain technical
references in the Agreement consistent with the approved Concept Plan; and
WHEREAS, on January 16, 2019, the Mayor and City Commission authorized the issuance of
Request for Qualifications (RFQ) 2019-085-KB for architectural and engineering design
services for Sabrina Cohen Foundation Adaptive Recreation Center; and
WHEREAS, the City Commission authorized the issuance of the RFQ while the
Foundation continued to raise funds for the design, development, and construction of the
center; and
WHEREAS, on March 15, 2019, the City received 11 proposals in response to the RFQ;
and
WHEREAS, the Evaluation Committee appointed by the City Manager convened on
April 4, 2019 to consider the proposals received; and
WHEREAS, the evaluation process resulted in the following ranking of proposals: 1st—
Wannemacher Jensen Architects, Inc.; 2nd — Saltz Michelson Architects, Inc.; 3rd —
Wolfberg/Alvarez and Partners, Inc; 4th — TSAO Design Group, Inc.;5th — Ferguson Glasgow
Schuster Soto, Inc.; 6th — Kobi Karp and Partners, LLC (tied); 6th — M.C. Harry and Associates,
Inc. (tied) 8th — R.E. Chisholm Architects, Inc; 9th —Anillo Toledo Lopez, LLC 10th — Sol-Arch,
Inc; and
WHEREAS, despite the evaluation process having been completed, the City Manager's
award recommendation could not be presented to the City Commission for approval because
the Foundation had not been able to raise sufficient funds to cover the funding for the project,
particularly the funding for the expected cost of the design services; and
WHEREAS, on July 31, 2019, the Mayor and City Commission adopted Resolution No.
2019-30922, approving Amendment No. 2 to the Agreement with the Foundation, approving the
Foundation's request to extend the funding deadlines by 12 months; and
WHEREAS, on April 29, 2021, the Mayor and City Commission adopted Resolution No.
2021-31683, accepting a grant allocation from Miami-Dade County, Florida for the design and
construction of public infrastructure improvements associated with the Sabrina Cohen Adaptive
Recreation Center Project, in the amount of$577,000; and
WHEREAS, the Foundation is currently considering different options for the
procurement of architectural and engineering design services ("A&E services"); and
WHEREAS, the Administration and the Foundation will be discussing a tentative
roadmap for funding the phases of the project at the July 30, 2021 Finance and Economic
Resiliency Committee meeting; and
WHEREAS, while the Administration is excited about the possibility of the Sabrina
Cohen Foundation Adaptive Recreation Center being located at a portion of the City's P72
surface parking lot located at 5301 Collins Avenue, adjacent to Beach View Park, the proposals
for A&E services were received approximately 28 months ago and it is not feasible to continue
holding this RFQ open, pending confirmation of the funding source for these services, especially
when the Foundation is considering alternate plans for retaining the required A&E services; and
WHEREAS, it is also important to close out this RFQ process so that the cone of silence
currently in effect can be lifted.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the City Manager's recommendation to reject proposals received•
pursuant to Request for Qualifications (RFQ) 2019-085-KB for Architectural and Engineering
Design Services for the Sabrina Cohen Foundation Adaptive Recreation Center.

RECOMMENDATION
It is recommended that the Mayor and City Commission accept the recommendation to reject
the proposals received pursuant to Request for Qualifications (RFQ) 2019-085-KB for
architectural and engineering design services for the Sabrina Cohen Foundation Adaptive
Recreation Center.
BACKGROUND/HISTORY
On October 31, 2017, the City Commission adopted Resolution 2017-30082, approving an
agreement with the Sabrina Cohen Foundation (the "Foundation") for the development of the
Sabrina Cohen Foundation Adaptive Recreation Center on City-owned land. The center will
provide an environment for wellness, growth, education, and interaction to improve the quality of
life for all its patrons. Pursuant to the terms of the agreement, the Foundation is responsible for
raising all funds necessary to cover the expenses related to the design and construction of the
center.
On January 16, 2019, the Mayor and City Commission authorized the issuance of Request for
Qualifications (RFQ) 2019-085-KB for architectural and engineering design services for
Sabrina Cohen Foundation Adaptive Recreation Center. The City Commission authorized the
issuance of the RFQ while the Foundation continued to raise funds for the design,
development, and construction of the center.
The purpose of issuing the Request for Qualifications (RFQ) was to obtain qualifications from
architectural and engineering firms with the capability and experience to provide architectural and
engineering services for design, bid, award, and construction administration services for the
center.

On March 15, 2019, the City received 11 proposals in response to the RFQ. The Evaluation
Committee appointed by the City Manager convened on April 4, 2019 to consider proposals
received. The evaluation process resulted in the following ranking of proposals:

Despite the evaluation process having been completed, the City Manager's award
recommendation could not be presented to the City Commission for approval at that time
because the Foundation had not raised sufficient funds to cover the expected cost of the design
services.
Subsequently, the Foundation requested approval to amend the Agreement to extend the
fundraising schedule and deadlines by a period of 12 months to provide additional time to raise
the required funds for the project. At its July 17, 2019 meeting, the City Commission approved
the Foundation's request to extend the funding deadlines by 12 months.
The Foundation will be discussing a tentative roadmap for funding the phases of the project at
the July 30, 2021 meeting of the Finance and Economic Resiliency Committee.

CONCLUSION
Proposals for this project were received approximately 28 months ago. While the Administration
is excited about the possibility of the Sabrina Cohen Foundation Adaptive Recreation Center
being located at a portion of the City's P72 surface parking lot located at 5301 Collins Avenue,
adjacent to Beach View Park, it is not feasible to continue holding proposals without an award
for an indefinite amount of time, especially when the Foundation is considering alternate plans
for completing the required design services. It is important to close out this RFQ process so
that the cone of silence currently in effect can be lifted. At such time as funding for the project
becomes available and design services procured through the City continue to be needed, the
best course of action for the project can be determined.
Therefore, I recommended that the Mayor and City Commission accept the recommendation to
reject proposals received pursuant to Request for Qualifications (RFQ) 2019-085-KB for
architectural and engineering design services for Sabrina Cohen Foundation Adaptive
Recreation Center.
