Ordinance 2021-4433 ORDINANCE NO. 2021-4433 AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING CHAPTER 2 OF THE CODE OF THE CITY OF MIAMI BEACH, ENTITLED "ADMINISTRATION," BY AMENDING ARTICLE IV, ENTITLED "OFFICERS AND EMPLOYEES," BY AMENDING DIVISION 1, ENTITLED "GENERALLY," BY AMENDING SECTION 2-191, ENTITLED "ENUMERATION OF ORGANIZATIONAL UNITS," TO REMOVE THE NAME OF THE FLEET DEPARTMENT, AND CHANGE THE NAME OF THE PROPERTY MANAGEMENT DEPARTMENT TO THE FACILITIES AND FLEET MANAGEMENT DEPARTMENT; AND PROVIDING FOR REPEALER, SEVERABILITY, CODIFICATION, AND AN EFFECTIVE DATE. WHEREAS, over the past year, the Fleet Department's functions—which include the management of the City's vehicles and equipment—have been transferred to the City's Property Management Department; and WHEREAS, the City Administration has therefore proposed to change the name of the Property Management Department to the Facilities and Fleet Management Department; and WHEREAS, the name Facilities and Fleet Management Department more accurately reflects the Department's mission; and WHEREAS, the Mayor and City Commission hereby accept the recommendation of the City Administration to rename the Department. NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: SECTION 1. Section 2-191 of Division 1, of Article IV, of Chapter 2 of the City Code, entitled "Administration," is hereby amended as follows: CHAPTER 2 ADMINISTRATION * * * ARTICLE IV. OFFICERS AND EMPLOYEES Division 1. Generally Sec. 2-191. Enumeration of organizational units. The administration or organization units of the city shall be as follows: (a) Office of the city manager. (b) Office of the city attorney. (c) Office of the city clerk. (d) Finance department. (e) Human resources department. (f) Building department. (g) Property Facilities and fleet management department. Page 923 of 2012 (h) Parks and recreation department. (i) Parking department. (j) Fire department. (k) Police department. (I) Transportation and mobility department. (m) Public works department. (n) Office of housing and community services. (o) Code compliance department. (p) Office of capital improvements projects. (q) Office of marketing and communications. (r) Office of management and budget (s) Information technology department. (t) Procurement department. (u) Tourism and culture department. (v) Planning department. (w) Environment and sustainability department. (x) Economic development department. (y) Office of the inspector general. (4) Fleet—department SECTION 2. CODIFICATION. It is the intention of the Mayor and City Commission of the City of Miami Beach, and it is hereby ordained that the provisions of this ordinance shall become and be made part of the Miami Beach City Code. The sections of this ordinance may be renumbered or relettered to accomplish such intention, and the word "ordinance" may be changed to "section," "article," or other appropriate word. SECTION 3. REPEALER. All ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed. SECTION 4. SEVERABILITY. If any section, subsection, clause or provision of this Ordinance is held invalid, the remainder shall not be affected by such invalidity. SECTION 5. EFFECTIVE DATE. RECOMMENDATION The Administration recommends approving the proposed ordinance amendments. BACKGROUND/HISTORY The administration finds the need to update Chapter 2 of the Miami Beach City Code entitled "Administration" by amending Article IV, entitled "Officers and Employees," by amending • division 1, entitled "Generally," by amending section 2-191, entitled "Enumeration of Organizational units," we have had departmental changes and need to amend subsections (g) and (z). We need to eliminate subsection (z) Fleet department. The department has been incorporated into a division under the Property Management Department. Subsection (g) will now be the Facilities and Fleet Management Department. Over the last two years the Property Management team has assumed responsibility for significant additional functions around the City. • Asset Management (previously under Economic Development) which is responsible for leasing city owned properties throughout the City. • Beach Maintenance (previously an independent.division under an ACM)-Clearly a critical asset for tourism and a recreational amenity for area residents. • Fleet Management (previously a separate department) which manages in-house all of the City's equipment and vehicle purchasing and maintenance.
