SUBJECT: FIRST STREET NEIGHBORHOOD IMPROVEMENT PROJECT
The Public Works Department has successfully negotiated a scope and design fee with Jacobs
Engineering and is now ready to issue a Notice to Proceed (NTP). The proposed improvements
will include a new stormwater pump station, a stormwater treatment system, new stormwater
gravity collection system, stormwater outfall force main, as well as the replacement of an
existing water main , gravity sanitary sewer, and above-ground neighborhood improvements to
streetscape and urban canopy. The total design fee negotiated for this project is $5,981 ,000.00
with an anticipated design duration of 24 months. This total fee was negotiated by Public Works
Staff, resulting in cost savings to the City in excess of $1.6 M, without reducing scope elements.
The Public Works Department believes that this negotiated amount is appropriate for the
agreed upon scope of work. The City has allocated $46.9 M to fund the design and construction
of this project.
This project is one of the first capital projects to be implemented after the City of Miami Beach
Urban Land Institute "Red Team Review," and the creation of the READY Team. The Red
Team was comprised of several Urban Land Institute professionals, who carried out an
evaluation of the City's flood mitigation program. Following the Read Team Review, the City
created the READY Team, comprised of key executive staff from each pertinent City
Department. Therefore, this will be the first project to incorporate, from conception, the
Commission-approved City of Miami Beach Blue-Green Stormwater Infrastructure (BGSI)
Concept Plan and Urban Forestry Master Plan, with the expectation that as the City adapts to
climate change to resolve flooding issues, it will seek to scale-up the implementation of blue-
green practices across the City.
The Project scope will also include elevating First St. from Alton Rd. to Washington Ave. and
implementing a new typical section that was approved by the neighborhood. As approved by
Commission, the stormwater treatment system will be located at the intersection of First St.
and Washington Ave. and its above ground electrical components will be sited at the parking
lot at the southwest corner of the intersection. Consensus of the approved typical section, as
well as the location of the stormwater treatment system and appurtenances, was reached
over the course of the past four years. Since the start of the project, the City continuously
involved the community at every step of the process. A testament to the extraordinary level of
community engagement, are the 40 stakeholder outreach meetings held during this past 4-
year period . The stakeholder feedback led to multiple design variations, including the
evaluation of different locations for the proposed stormwater treatment system (SWTS) and
outfall.
The Administration anticipates executing the task authorization in October and issuing Notice
to Proceed in early November 2021.
