Resolution 2021-31955RESOLUTION NO. 2021-31955 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CLARIFYING, PURSUANT TO SECTION 2-11 OF THE CITY CODE, THAT A DR. STANLEY SUTNICK CITIZENS' FORUM SHALL BE HELD DURING CITY COMMISSION PRESENTATION AND AWARD MEETINGS FOR A MINIMUM PERIOD OF FIFTEEN (15) MINUTES, BUT ONLY AT PRESENTATION AND AWARD MEETINGS WHERE THERE ARE SUBSTANTIVE AGENDA ITEMS FOR CONSIDERATION BY THE MAYOR AND CITY COMMISSION, IN ADDITION TO PROCLAMATIONS AND AWARDS. WHEREAS, historically, the City Commission has provided for citizen input at City Commission meetings; and WHEREAS, on January 12, 1991, a Citizens' Forum was formally created by motion of the City Commission to provide an established time during Commission meetings for residents to address the City Commission; and WHEREAS, on July 28, 1993, pursuant to City Commission motion, the Citizens' Forum was renamed the "Dr. Stanley Sutnick Citizens' Forum" (the "Sutnick Hour") in recognition of the civic activist who contributed to the creation of the formal forum; and WHEREAS, over the years, the schedule for the Sutnick Hour has been changed, with current schedule being from 8:30 a.m. to 9:00 a.m., and from 1:00 p.m. to 1:30 p.m. during regular City Commission meetings; and WHEREAS, currently, the Mayor and City Commission only hold Sutnick Hours during regular monthly City Commission meetings, and not during City Commission Presentation and Awards meetings, which are intended to be limited to proclamations and awards; and WHEREAS, however, it will be appropriate for a Sutnick Hour to be held in the event that a Presentation and Awards meeting includes substantive agenda items; and WHEREAS, the City Commission desires to clarify that a Sutnick Hour will be held during Presentation and Award meetings only at such instance where, in addition to proclamations and awards, there will be substantive agenda items for consideration by the Mayor and City Commission, and that if a Presentation and Award meeting will only include proclamations and awards, a Sutnick Hour shall not be required. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby clarify, pursuant to Section 2-11 of the Miami Beach City Code, that a Dr. Stanley Sutnick Citizens' Forum shall be held during City Commission Presentation and Award meetings for a minimum period of fifteen (15) minutes, but only at Presentation and Award meetings where there are substantive agenda items for consideration by the Mayor and City Commission, in addition to proclamations and awards. : PASSED AND ADOPTED this $ day of pece,l+ber , 2021.
